for multifamily dwellings on property zoned R-2, Salina Code § 42-597.2
requires specific written findings of fact which the undersigned believe
cannot be made after complete consideration of (a) traffic access, flow,
volume and congestion; (b) student over-population at Heusner Elementary
School; (c) the, dominating effect the project will have on the immediate
neighborhood; (d) potential substantial injury to the value of other property
