The letter from HUD dated March 1,197£ is what we have been waiting for
since Christmas -- being our approval of the 3rd year amended application.
This letter is no exception as it also contains the typical "bureaucratic
lingo'i. For example, the first paragraph again states "conditional
approval" while the attachments specify that no "special conditions or
modifications" exist in this agreement. Paragraph four relates to the
"Workforce Analysis submitted by the city was found to be unacceptable".
Our Affirmative Action Plan may be unacceptable because of the workforce
analysis itself is a statement of fact and cannot be changed without
falsifying the records. Apparently the entire fourth paragraph was typed
prior to the appropriate department's review of the Grantee Performance
Report mailed to them on February 23 (a copy of which you received last
week). This paragraph also appears to relate to our 4th year application.
The next to last paragraph relating to park improvements refers to the
monies requested for the Lower Indian Rock Park Project. It would appear
that a date to take bids on the Carver Center Project could be on the
March 13 agenda. We will check with Ken Bieberly next week to make cer-
tain that his house is in order and that he is ready to go with the project
at that time.
We have two reminders for you, (1) the Mayor wants you to come at 2:15
Monday to discuss board and committee appointments and (2) the executive
session following the meeting concerning Carmichael and Bill Bradley's
request for Industrial Revenue Bonds.
