Gentlemen and Mrs. Graves: On February 21, 1978, the Salina City Planning Commission held a public hearing on Application #Z77-20A, as filed by James Ward, for rezoning of Lot 3, Block 1, Tolle Subdivision, from District "RS" (Single-Family Residential Suburban) to District "R-2"jP.D.D. (~1ultiple-Family Residential - Planned Development District). At this hearing, the Commission voted unanimously (6-0) to approve the application and the Development Plan, based on the following findings of fact: 1. The Plan can be substantially completed within the 3-year time period noted. 2. Per the Traffic Department, the plan will have no adverse effect on the public roads or traffic in the area. 3. Public facilities existing in the area are adequate. 4. The Land Use Plan denotes the area as residential and because of the low density and profile of the proposed duplexes, the development will not substantially injure or damage the use, value, and enjoy- ment of the surrounding property.
