Gentlemen and Mrs. Graves: On February 7,1978, the Salina City Planning Commission conducted a public hearing on Application #Z77-24. At that time, a motion was unanimously approved by those members present (7-0) to recommend that the West 135 feet of Lot 8, all of Lot 9, except the North 10 feet of the East 30 feet, and all of Lot 10, Block 7, Oakdale Addition, be rezoned to District "R-311 based upon the following findings of fact: 1. This amendment would be consistent with the intent and purposes of the Zoning Requlations, as specifically enumerated in Section 36-101 of the Salina Code; 2. Every permitted use listed in the IIR-3" District would be compatible with uses permitted on other property in the immediate vicinity; Through consultations with affected departments and agencies (Engineering, Traffic Engineering, Fire and Police Departments, and USD #305), it has been determined that adequate sewer and water facilities, and all other needed public services exist or can be provided to serve the permitted uses on this property if it is reclassified; 3. 4. No errors in the application of the Zoning Regulations are known to have occurred; and 5. This amendment is made necessary due to changing conditions in the area, partially attributed to the continued development of multiple-family, 'office, and light commercial uses.
