Department of Engineering City of Salina PO Box 736 Salina, KS 67402-0736 RE: Concrete Plant Inspection Dear Mr. O'Leary: Thank you for the opportunity to present this proposal for engineering and testing services for the City of Salina. It is understood that the City wishes to establish a policy of certification of Ready Mix Portland Cement Concrete Materials used on City projects and needs inspection of producing plants and mixer trucks, as well as tests of materials used and concrete mix designs. Scope of Services: It is understood that there are currently seven companies desiring certification to produce concrete for City projects, some of which have been inspected and certified by the Kansas Department of Transportation (KDOT). The others will be required to obtain that inspection and certification from KDOT. We will conduct such additional inspection as required to provide a report to the City regarding their capability to provide concrete in conformance with City specifications. Tests will be made by our technicians on all aggregates on hand proposed to be used on City projects. This will include gradation, fineness modulus, and any other appropriate tests excluding more detailed quality tests. Certificates of compliance will be requested for quality tests and also for cement, fly ash, and admixtures. Compressive and flexural strength tests shall be performed on at least one mix design proposed for City projects. Narrative reports including copies of all test reports will be provided to the City on each plant. Reports will indicate deficiencies that would impact production and delivery of concrete in conformance with City projects, suggested corrective actions, and our professional opinion and recommendations as to certification. It is assumed that the City will obtain permission for our inspection and testing from those plants desiring certification, and will provide such administrative services necessary for the certifications after receipt of our reports. Consulting Engineers City of Salina, Kansas A01P0475 NovemberT, 2001 Page 2 Time of Completion: Although dependant on schedules of thc ready mix producer companies and somewhat on thc weather, ~ve would intend to begin work on these services within two weeks of your concurrence on this agreement and complete the work in a timely manner prior to spring construction season. Our schedule can be adjusted to the convenience of the ready mix suppliers with adequate notice. Professional Fee: Since the equipment components and characteristics of each plant are unknown at this time, an accurate estimate of time required to complete the scope of work is difficult to quantify. It is proposed that the services outlined in the Scope of Services be paid for based on hourly rates and test rates per the attached schedules. We have estimated that the total costs of the inspections, based on all producers requiring the maximum inspection detail and testing (i.e. a "worst case" status), would not exceed $7,000.00. Probable costs, assuming two or three of the plants are in excellent condition and properly operating and that KDOT certificates will be obtained from all plants, are expected to average approximately $650.00 per plant. Delays in being able to obtain sample will be billed at $38.00 per hour spent on the project. Twenty-four hour notice will be required for all project site testing by technicians. Projects requiring substantial testing can be quoted individually with discounts for quantity of tests taken per trip.
