Consideration of 2000 Parks and Recreation Capital Improvement Program.
BACKGROUND:
The 2000 budget allocates $100,000 from the Special Parks Fund for projects that have been
recommended by the Parks and Recreation Advisory Board. Projects are identified from input by citizens,
staff, Advisory Board, and City Commission goals. Parks and Recreation staff recommends projects based
on need, while striving for a balance of park projects and recreation projects with available funds.
Though the budget identifies $100,000 for 2000, at this time staff is recommending six projects totaling
$50,000. The balance will be addressed later for additional project or projects as a second phase of the
CIP. This will allow for research and consideration for other projects and needs as they may develop. The
Parks and Recreation Advisory Board reviewed and approved the projects at their December meeting.
RECOMMENDATION:
It is recommended the City Commission approve the following projects for the 2000 Parks and Recreation
Capital Improvement Program.
1. Irrigation System, Soccer Field, Oxbow Park .................................................................. $10,000
Soccer is showing a rapid growth in Salina at this time. Irrigation systems were installed on the two fields in
Bill Burke Memorial Park last year. The nature of the game causes heavy use and wear on the turf. For
good turf management, it is important to have an irrigation system.
2. Playground Improvements, Parker Park .......................................................................... $10,000
The park area around Carver Center had several stand-alone pieces of equipment installed many years
ago. The playground did not have safety protection surface beneath the equipment and most pieces were
removed several years ago. This program would add a new tot lot deck system and replace two slides.
3. Drinking Fountain Replacement Program ........................................................................ $10,000
This is the second year of a three-year program to replace the concrete cylinder-type fountains. In 1999,
seven fountains were replaced with handicapped accessible-type in Oakdale, Lakewood, (south)
Centennial, and four in Bill Burke Memorial Park. This phase will replace seven fountains in Oakdale,
Sunset Park, Sunset ball diamonds, Lakewood (north), Thomas, and two at ECRA.
4. Ornamental Grass Garden, Oakdale Park .......................................................................... $5,000
This project will add the third garden area in the Oakdale Formal Area. The Butterfly Garden and Herb
Garden have been added in the last two years. This garden will feature a variety of grasses and will be
located north of the Herb Garden on the east side of the Formal Area.
5. Lakewood Natural Area and Discovery Center ................................................................ $11,000
These improvements will replace directional signage and trail head signs and provide new dioramas and
learning stations in the Discovery Center. Also, stairway access to the lake for anglers will be added on the
southeast side.
6. ECRA Dugouts ...................................................................................................................... $4,000
The softball dugouts have vinyl tarps enclosing the upper portion of the framework. Over the years, these
have weathered and need replacement. This project will replace the tarps with permanent siding. Also,
players' benches at Evans and Matson fields will be replaced.
