Award of contract for the Ohio Street and Cloud Street Intersection Improvements, Project No. 97-
1050.
BACKGROUND
The 1997 Capital Improvement Program includes a project to replace the existing traffic signal
system at the intersection of Ohio Street and Cloud Street. The existing traffic signal is inadequate
for the increasing traffic volumes on Ohio Street as well as those on Cloud Street. The additional
residential development on Cloud Street east of Ohio Street has contributed to increased congestion
at the intersection as well as a growth in the accident rate. In addition, the Emmanuel Foursquare
School has created additional pedestrian concerns at the intersection. The proposed traffic signal
system will be an on-demand, traffic actuated system with overhead mast arms for improved
visibility. There will also be slight pavement improvements to the east leg of the intersection for
enhanced traffic movements. The final intersection will allow four through lanes with a left turn
lane on Ohio Street and two through lanes with a left turn lane on Cloud Street.

The 1997 Capital Improvement Program allocates $100,000 from the General Fund for this project.
With other C.I.P. projects under budget, revising this amount to $115,000 will still allow us to be
within the over all 1997 C.I.P. General Fund budget.
RECOMMENDATION
It is recommended that the City Commission award the contract for the Ohio Street and Cloud Street
Intersection Improvements, Project No. 97-1050, to B & W Electrical Contractors of Salina in the
amount of $114,603.62.
