Consider adoption of the South Ninth Street Corridor Study as an amendment to the Comprehensive
Plan.
Background
On November 10, 1997 the South Ninth Corridor Study was received by the City Commission and
referred to the Planning Commission for review and recommendation. The study recommends a mixed
use development pattern between Ninth Street and 1-135 consisting of service commercial and light
industrial/business park uses. Implementation would involve city annexation of select areas, adoption
of a zoning overlay district to guide development, authorization of extraterritorial zoning and
subdivision regulations to the city in non-annexed areas, extensions of city water and sewer lines, and
completion of selected street improvements by new development.
Planning Commission Recommendation
On December 3, the Planning Commission held a public hearing to consider adoption of the Corridor
Study as an amendment to the Salina Comprehensive Plan. Said adoption would amend the
Comprehensive Plan in the following specific areas:
1. Land Use Plan: 1) The area between South Ninth Street and 1-135 extending
from 1/4 mile south of Schilling Road to 1/4 mile south of Water Well Road
would be changed from Industrial to Service Commercial; 2) The area between
South Ninth and 1-135 extending from 1/4 mile south of Water Well Road to
Farrelly Road would be changed from Industrial to Light Industrial/Business
Park. See enclosed map.
2. Service Area Map: The area between South Ninth Street and 1-135 extending
from 1/2 mile south of Schilling Road to 1/2 mile south of Water Well road
would be changed from Secondary Service Area "C" to Primary Service Area
"B". See enclosed map.
Following comments and questions, the Planning Commission approved a motion 8-0 to adopt the
South Ninth Street Corridor Study as an amendment to the Comprehensive Plan.
Recommended Action
Adopt the attached ordinance on first reading. Second reading would be January 5, 1998.
