Much of this four-block area on both sides of Ohio had been developed as commercial property before the rezoning on February 14, 1977. When the arcÇ was rezoned, the entire four-block area on each side of Ohio, with the exception of the block in this Applica- tion and the block due east, Llere rezoned either C-3 or C-5, which is comparable to the old "0" zone. However, the C-1 zone applied to the block in this petition will not allow ths retail businesses allowed in the remainder of the four-block ~rea.
