Engineering Agreement with Bucher, Willis & Ratliff Corporation for the development of an
Engineering Feasibility Analysis - Wastewater Pump Stations No.6, No.9 and No.1 0, Project No.
05-1539.
BACKGROUND:
Wastewater pump station No.6 was installed in 1956; No.9 in 1961 and No.1 0 in 1957. These
stations are well over 40 years old and have reached the end of their useful life and require
rehabilitation or replacement. These stations are all located within existing established residential
neighborhoods. The current wastewater pump station replacement design standard includes a wet
well with submersible pumps and a valve box with an above grade fiberglass building to house the
pump controls. That standard above grade fiberglass building may create site restriction issues and
be an eyesore to these particular residential neighborhoods. A location map is attached.
The proposed Engineering Feasibility Analysis will evaluate options to rehabilitate and/or replace the
identified wastewater pump stations with the majority of the structure below grade. The options
include:
1. Rehabilitate or replace the wet well/dry well pump station.
2. Replace with recessed wet well mounted pump station.
3. Replace with submersible station with below grade control room.
Pump Station No.9 may also be eliminated and flow transferred to Wastewater Pump No. 49.
The most cost effective option which meets the residential neighborhood aesthetic and site restriction
requirements will be selected and adopted as the design standard for wastewater pump station
upgrades in existing residential neighborhoods.
The Engineering Agreement with Bucher, Willis & Ratliff Corporation of Salina, provides the
engineering services for this project. The agreement is written in a "cost plus fixed fee" format with an
amount not to exceed $16,319.00. The "cost" includes all direct payroll, direct non-payroll and
overhead (indirect costs). The "fixed fee" is a lump sum amount, agreed upon during negotiations to
cover any non-reimbursable costs, pre-tax profit and readiness to serve. The fixed fee does not
change regardless of variations in "cost". The "cost not to exceed" is just that, a total amount that
cannot be exceeded without prior approval and a supplemental agreement the City Commission. The
attached contract also addresses the scope of work, consultant's responsibilities, city's
responsibilities, time schedule and general provisions.
FISCAL NOTE:
If approved, funds for this Engineering Agreement will be allocated from the 2005 Capital
Improvement Program under the category of Water/Wastewater Enhancements. Additional
engineering and construction costs may be allocated at a later date based upon the outcome of this
process.
