Consider advisory board recommendations and public comment regarding proposed use of 1996 and
1997 Local Law Enforcement Block Grant Program funds.
Back,round:
The Commission, by Resolution 96-5033 and 97-5174, authorized the filing of applications for federal
funding under the Local Law Enforcement Block Grants (LLEBG) Program. The purpose of the
LLEBG Program is to provide funds to units of local government to underwrite projects to-reduce crime
and improve public safety. Awards to local units of government are proportionate to each local
jurisdiction's average number of Part I violent crimes compared to the number for all local jurisdictions
in the state for the three most recent calendar years. The City subsequently received two grant awards,
· one in 1996 ~nd one in 1997, in the following amounts:
1996 $31,990 Federal Award 1997 $39,861 Federal Award
+ 3,554 Local Match + 4,429 Local Match
$35,554 Total Project Funds $44,290 Total Project Funds
Pursuant to LLEBG program requirements and at the direction of the City Commission, an advisory
board was appointed by the City Manager to make nonbinding recommendations to the Commission for
the proposed use of the LLEBG funds. The program required that the advisory board membership
comprise of at least one member of each of the following: local law enforcement, the prosecutor's office,
court system, school system, as well as a member of a nonprofit group active in crime prevention or drug
use prevention. The following persons served on the advisory board: Ellen Mitchell, Jane Eilers, Jerry
Baumgardner, Julie Sweney, Monte Shadwick, Rod Franz, and Jim Hill.

Advisory Board Recommendations:
1. Designate procuring equipment, rather than funding an ongoing program, as the primary purpose
area for 1996 and 1997 grant fund expenditures. This recommendation was made due to the uncertainty
of continued funding under the LLEBG program.
2. Purchase two police vehicles to be used by officers assigned to Salina's newest community policing
initiative, the School Resource Officer program.
3. Equip as .many police vehicles as funds allow with mobile video cameras, a technology which has
' proven to enhance public and officer safety, as well as significantly reduce the amount of rime'officers
spend in court proceedings.
Staff Recommendatio.ns.'.
1. Adopt recommendations of the advisory board to expend funds on equipment as opposed to programs
due to the uncertainty of continued federal funding.
2. Authorize staff to request that the Bureau of Justice Assistance change the 1996 grant award primary
purpose area from the category of crime prevention to equipment acquisition.
3. Authorize staff to set date for receiving bids for equipment recommended.
