Housing Consulting Services - ~' AGREEMENT FOR CONSULTING SERVICES THIS AGREEMENT entered into on the fS~ day of ~ ..' ~ , 1991, by the City of Salina, Saline County, Kansas, hereinafte~ to as the IICityll, and Betty Jo White, Associate Professor of Housing at Kansas State University, hereinafter referred to as IIConsultantll. WITNESSETH: That the City desires to have the Consultant conduct éi housing needs assessment for the City of Salina. NOW, THEREFORE, in consideration of the covenants and agreements herein contained, the parties hereto agree as follows: ARTICLE I SCOPE OF SERVICES A. The consultant shall perform the following services: General The services to be provided shall consist of an assessment of the housing needs and conditions in the city of Salina, Kansas. The consultant shall work as directed by the City and in consultation with the Housing Task Force to complete the tasks as outlined. The study will provide information on household income distribution in Salina, the condition of Salina1s housing stock, availability and afford- ability of rental housing and barriers to home ownership. The housing needs assessment will culminate in the preparation of a report containing the findings and conclusions of the consultant regarding housing needs, conditions, and affordability. This report will serve as a guide for the evaluation of existing programs and resources and the identification of future programs and initiatives to be undertaken to meet the housing needs in the Salina community. B. Specific Tasks Task #1 - Data Gathering 1. Using data from the Census Bureau and other published sources and data provided by the client, the consultant shall produce a demographic profile of Salina to include: b) Information about the number and make-up (age, female head of household, minority) of households in Salina and; Household income distribution in the community, including the number of households paying more than 30% of their income for housing. a) - ,- Page 2 2. Using census data and data provided by the client, the consultant shall prepare a report describing Salina1s Housing Stock to include: a) Information about the number and age of existing housing units b) c) Number of rental units; Number of substandard units; d) Number of vacant units and vacant, buildable residential lots; e) f) Number of new housing units produced 1980 - 1990 Price range or rental rate of new housing units built in Salina from 1980 - 1990. Task #2 - Data Analysis Using the data gathered under Task #1 and additional data provided by the client, the consultant shall compare Salina's housing needs with Salina1s housing stock for various demographic groups at various household income levels. As part of this analysis, the consultant sha 11 : 1. Evaluate the local rental market by analyzing a rental property survey conducted by the client. The client shall provide a summary tabulation of the availability of rental units in Salina at various rent levels. 2. Describe conditions in the governmental and private sectors which influence housing affordability in Salina and serve as barriers to low-and moderate income people attaining home ownership. Identify the number of substandard housing units that may be suitable for rehabil itation and areas that may be suitable for i nfi 11 hous i ng. Task #3 - Describe Salina1s Housing Affordability Gap 3. Consultant shall determine what segments of Salina IS population are unserved or underserved by the existing housing mix and the segments of the housing market where decent, affordable housing is lacking or in short supply. Comprehensive Housing Affordability Strategies C. The consultant shall provide the requested services in such a fashion that the final report can become part of Salinals Comprehensive Housing Affordabilities Strategies as required by the 1990 National Affordable Housing Act. .. ... ., Page 3 ARTICLE I I TIME OF PERFORMANCE A. The Consultant is herewith notified to proceed with the services defined under Article I on execution by both parties of this Agreement. The Consultant shall commence work on a part-time basis upon execution of this Agreement and on a full-time basis beginning May 20, 1991. Consultant shall complete the servi ces on or before August 1, 1991. B. The housing needs assessment will be completed in the form of a preliminary written report and presented by June 28, 1991. The final report wi 11 be presented withi n 4 weeks fo 11 owi ng approval of the preliminary report. C. An extension of time will be granted the Consultant for delays recognized by the City as not within the normal control of the Consul tanto ARTICLE III PROJECT MANAGER The project manager for this study is Betty Jo White. Dr. White will direct all other assigned personnel, make key presentations, and will attend a minimum of 4 meetings in Salina at appropriate times during the course of study as determined by the Housing Task Force. ARTICLE IV COMPENSATION A. It is agreed that the Consult shall be paid by the City a fee of Three Thousand Dollars ($3,000) to be dispersed in the following manner: (1) Two-Thirds (2/3) or $2,000 upon completion and submission of the preliminary report to the City. One-third (1/3) or $1,000 upon completion and submission of the final report. (2) B. Payment shall be made to the Consultant by the City within thirty (30) ca 1 endar days of submi ss i on of the respective reports to the City. ARTICLE IV MISCELLANEOUS PROVISIONS A. CHANGE I N SCOPE. The scope of the work descri bed herei n shall be subject to modification or supplement upon the written agreement of the contracting parties. Any such modifications in the scope of the work shall be incorporated in this contract by supplemental agreement. At the time of such modification of work, equitable adjustments will be made the parties of the contract. Page 4 B. BINDING UPON SUCCESSORS. This Agreement shall be binding upon the undersigned parties, their successors, assigns and legal representa- tives. IN WITNESS WHEREOF, said parties have caused this Agreement to be signed by their duly authorized officers in three counterparts, each of which shall be deemed an original, on the day and year first written.
