AGREEMENT FOR CONSULTING SERVICES
THIS AGREEMENT entered into on the ;7ht~ day of i1r~~~ , 1991, by
the City of Salina, Saline County, Kansas, ereinafter referred to as the
IICityll, and Betty Jo White, Associate Professor of Housing at Kansas State
University, hereinafter referred to as IIConsultantll.
WITNESSETH:
That the City desires to have the Consultant prepare an affordable
housing strategy for the City of Salina.
NOW, THEREFORE, in consideration of the covenants and agreements herein
contained, the parties hereto agree as follows:

ARTICLE I
SCOPE OF SERVICES
The consultant shall perform the following services:
General
The services to be provided shall consist of assisting the City in the
development of workable strategies to preserve and increase the supply
of affordable housing. The Consultant shall work as directed by the
City to complete the tasks as outlined. The identified strategies
will encompass a review of available federal, state and local
resources, local institutional structure, and potentially useful local
programs and initiatives to provide affordable housing. The
consultants work will culiminate in a report outlining the strategies
and describing needed local actions and resources to implement the
strategies.
Specifi c Tasks
1.
Review Fi nanci a 1 Resources The consultant shall identify
available federal, state and local resources to assist affordable
housing goals. This assessment should focus on the most viable
funding sources which are relevant to local needs and conditions.
In developing this list, the Consultant shall contact governmental
agencies, financial institutions, and foundations which may
reasonably be expected to provide funds for housing.
Outline Organizational Structure - The Consultant shall identify
key local providers of affordable housing. The Consultant shall
meet with these entities to obtain their ideas for providing more
affordable housing and determine their interest and role in
participating in new housing ventures or partnerships.

Identify Potential Programs and Initiatives - The Consultant
shall outline those programs and initiatives which have the
greatest potential for success within the community. This work
shall also describe local arrangements, resources and actions
required to implement the identified programs and initiatives.
ARTICLE I I
TIME OF PERFORMANCE
A.
The Consultant is herewith notified to proceed with the services
defined under Article I on execution by both parties of this Agree-
ment. The Consultant shall commence work on a full-time basis
beginning January 1, 1992. Consultant shall complete the services
on or before April 20, 1992.
The affordable housing strategy will be completed in the form of a
preliminary written report and presented by March 20, 1992. The final
report wi 11 be presented withi n 2 weeks fo 11 owi ng approval of the
preliminary report.

An extension of time will be granted the Consultant for delays
recognized by the City as not within the normal control of the
Consultant.
ARTICLE III
PROJECT MANAGER
The project manager for this study is Betty-Jo White. Dr. White will direct
all other assigned personnel, make key presentations, and will attend a
minimum of 2 meetings in Salina at appropriate times during the course of
study as mutually agreed upon.
ARTICLE IV
COMPENSATION
A.
It is agreed that the Consultant shall be paid by the City a fee of
$1,000.00 to be dispersed in the following manner:
Two-Thirds (2/3) or $667.00 upon completion and submission of the
pre 1 i mi na ry report to the City.
(2) One-third (1/3) or $333.00 upon completion and submission of the
final report.

Payment shall be made to the Consultant by the City within thirty (30)
calendar days of submission of the respective reports to the City.
ARTICLE IV
MISCELLANEOUS PROVISIONS
A.
CHANGE IN SCOPE. The scope of the work described herein shall be
subject to modification or supplement upon the written agreement of
the contracting parties. Any such modifications in the scope of the
work shall be incorporated in this contract by supplemental agreement.
At the time of such modification of work, equitable adjustments will
be made by the parties of the contract.
B.
BINDING UPON SUCCESSORS. This Agreement shall be binding upon the
undersigned parties, their successors, assigns and legal representa-
tives.
IN WITNESS WHEREOF, said parties have caused this Agreement to be signed by
thei r duly authori zed offi cers i n three counterparts, each of whi ch shall
be deemed an original, on the day and year first written.
