Page 1 7 BY: Brad Johnson BY: - ITEM: Approval of quotation and selection of contractor for Digital Orthographic (Aerial) Photography for the City of Salina. BACKGROUND: In 2001, the City of Salina contracted for the production of black & white Digital Orthographic Photography for the City of Salina. This technology has literally changed the way we do business, and has significantly enhanced the use and popularity of the City of Salina GIS system. As a result of the 2001 aerial photography, several advances in the City of Salina GIS system have been made including development of the GIS website linked with the City of Salina website (www.salina-ks.gov). The 2001 photography is used on a daily basis by staff in the development review process, presentations to city boards and commissions, planning and engineering studies, displaying infrastructure inventories, as well as many other uses. Due to the growth and development of the city since 2001, it is timely to update the current aerial photos. Staff investigated the cost difference between color and black and white aerial photography and found there was not a significant difference in cost. The Federal Emergency Management Agency (FEMA) has also recently advised us they intend to perform a full update of the flood plain/floodway mapping for Salina. This major undertaking will provide tremendous benefits to the community. It will be the first remapping since the initial maps of the mid-1980's. In light of this upcoming project, staff felt it prudent to require the photo flights to occur at an altitude and in a manner sufficient to generate two-foot contours, meeting the FEMA remapping requirements. The contours could be generated at a later date. Requests for quotations were requested from nine regional and national aerial photography firms in February, 2005. Staff received price quotations from seven firms, six of which met all of the requirements set forth in the request for quotations and are as follows: Alternate Bid (Contours) Qualified Bids Aerial Photos cost per Sq. Staff conducted several reference checks on Kucera International and found the company to be a specialized consultant in the area of Photogrammetry and the references that we called all gave the company great reviews. Page 2 7 BY: Brad Johnson BY: references checked were Atchison County, Kansas, Oklahoma County, Oklahoma, and the City of Moline, Illinois, which all had areas comparable to the 51 square miles that encompasses the City of Salina and surrounding area. FISCAL NOTE: The approved 2005 Capital Improvement Program included $30,000 for the purchase of aerial photography in the Vehicles and Equipment sub-CIP plan. This program was previously approved by the City Commission on December 13, 2005. This commission action would also lock in a $600 per square mile price for contours if we chose to add that to the contract at a later date. All or a portion of that cost would likely be paid by FEMA. RECOMMENDED ACTION 1. It is recommended that the City Commission select Kucera International, Inc. as the contractor for this project, at a base price of $20,500 and a cost of $600/square mile for development of contours on a certain number of square miles, with the final decision on contour services purchased to be brought back to the City Commission at a later date. 2.
