A RESOLUTION RENEWING SALINE COUNTY'S INTERLOCAL AGREEMENT
FOR THE CITY OF SALINA'S NEIGHBORHOOD REVITALIZATION PROGRAM
FROM 2024 THROUGH 2029 AND INCLUDING AN AMENDMENT OF THE
NEIGHBORHOOD REVITALIZTION AREA MAP TO INCLUDE THE AGRI
CENTER PROPRETY LOCATED AT 1097 W. OLD HIGHWAY 40.
WHEREAS, in 1994, the Kansas Legislature approved the Neighborhood Revitalization Act(K.S.A.
12-17,114 et seq.)which allows local communities to designate neighborhood revitalization areas to encourage
job creation and the development of properties subject to physical deterioration and/or other economic
challenges where development is unlikely to occur; and
WHEREAS, the Kansas Neighborhood Revitalization Act (K.S.A. 12-17,114 et seq.) authorizes
municipalities to establish a Neighborhood Revitalization Plan and program with state-mandated program
requirements; and
WHEREAS, the City Commission of the City of Salina, Kansas has conducted a neighborhood
revitalization program since 1996 which involves property tax rebates for the incremental increase in taxes
paid due to a higher assessed valuation resulting from improvements made to eligible properties; and
WHEREAS, on January 12, 2004, the Salina City Commission approved Resolution No. 04-6029
which authorized the City of Salina Mayor to execute interlocal agreements with Saline County and other
taxing jurisdictions for their participation in the Neighborhood Revitalization Program; and
WHEREAS, on January 12, 2004, the Salina City Commission approved Resolution No. 04-6030
which establishes procedures for adoption and amendments to a Neighborhood Revitalization Plan and
establishes that the Neighborhood Revitalization Plan shall be adopted for a five year period,with a full review
and consideration of reauthorization of a new or revised plan at the end of the five year period; and
WHEREAS,the City of Salina's current Neighborhood Revitalization Program for 2018-2023 expires
on December 31,2023; and
WHEREAS, on October 23, 2023, the Salina City Commission approved a motion to direct staff to
finalize the draft of the 2024-2029 Neighborhood Revitalization Plan, solicit the consent of the applicable
taxing jurisdictions and publish Notice of a Public Hearing before the City Commission for consideration of
the proposed update to the Neighborhood Revitalization Plan; and
WHEREAS, No later than ninety days prior to the ending date of the five year plan, the process for
readoption of the existing or revised plan shall be initiated by the Salina City Commission. Plan readoption
shall follow substantially the same process as a Plan Amendment,including staff reports and consultation with
participating taxing entities.
THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF SALINE COUNTY,
KANSAS:
Section 1. The County Commission supports the addition of the Agri Center property located at 1097
W. Old highway 40 into the mapped neighborhood revitalization area.
Section 2.The County Commission supports renewing the interlocal agreement and has reviewed and
supports the Neighborhood Revitalization Plan as presented.

Section 3.That this resolution shall be in full force and effect from and after its adoption.
