Consider a sole source purchase of an odor control system for a wastewater pump station.
Backaround:
Wastewater Pump Station liB", located at 1352 East Magnolia Road, is one of our largest stations, constructed
as part of the interceptor sewer project. This station pumps all the wastewater generated in the
residential/commercial area in Salina lying south of Magnolia Road and several subdivisions on the north side
of Magnolia Road between 9th Street and the Flood Protection Levee.
This pump station was constructed in a rural setting in 1994 but due to recent residential development in close
proximity to this station, we have received complaints from property owners regarding odors being released from
the pump station vent. The carbon scrubber located in the pump building was designed to neutralize hydrogen
sulfide gases but this small unit can not handle the concentration of hydrogen sulfide presently released at this
station.
An innovative odor control system, manufactured by Biocube, Inc., was field tested this past summer for
approximately 2 months at Pump Station liB" to determine its effectiveness. Data were obtained during this trial
period relating to hydrogen sulfide concentrations of both influent (untreated) and effluent (treated) gases. The
data revealed the significant variation in the concentration of influent gases during the day, primarily due to the
low wastewater flows generated by the industries located in the Schilling Industrial Complex during the late
evening and early moming hours. Raw wastewater remains in the upstream pump station and force mains longer
during low flows, providing an opportunity for greater gas formation.
The field test of the Biocube system was very successful. The treated gases released into the atmosphere
contained only minute concentrations of hydrogen sulfide gas. During the duration of the field test, no odor
complaints were received from the public. Complaints were received, however, as soon at the Biocube system
was deactivated.
The Biocube system consists of rr\odular units filled with biological, odor-metabolizing media similar to compost
material. Each unit is approximatd1y six (6) feet in diameter and approximately seven (7) feet in height. Moisture
is added to the media to provide an optimum environment for the media organisms. Air, containing the odorous
gases, is drawn from the pump station wet well through the media filled units. Biological activity within the media
metabolizes the hydrogen sulfide and other gases.

Based upon the data obtained during the field test, five (5) modular units will be required to neutralize the high
concentration of hydrogen sulfide present at Pump Station liB". These units will be set on a concrete pad on the
east side of the pump building.
There are other firms that manufacture biological filters for wastewater odor control. The Biocube system,
however, is easier to maintain; allows for exterior installation even in our cold climate; proven to be effective under
our field conditions; media is non-hazardous; and modular design allows for expansion if future conditions
warrant.
Recommendation:
We have negotiated a purchase price of $56,400 for a complete odor control system from Biocube, Inc., including
freight and start-up services. Delivery time is 6-8 weeks, It is our recommendation, therefore, the City
Commission authorize the purchase of this odor control system from Biocube, Inc., Victor, NY, in the amount of
$56,400. The 2002 Wastewater System Enhancement Budget provides funding for this equipment and the
paving of the driveway/parking area to allow this station to be more compatible with the developing neighborhood.

The BiocubeTM System consists of the following components:
1. 5 Biocube TM Pentpack Biofilters;
2. 1 - 8" MIB Moisture Integrator;
3. 1 - 8" MS Moisture Separator;
4. 1 - 316 SS Centifugal Blower with flow control valve;
5. 1 - 316 SS electrical control panel.
Included Accessories:
5 - 4" butterfly balancing valves, 5 - 4" PVC biofilter discharge sample ports, 1 - Autoflush
solenoid valve and controls.
BiocubeTM Pentpack Biofilter
The BiocubeTM Biofilter is a modular biofilter formed by stacking several interlocking trays
filled with a proprietary, biological, odor-metabolizing media. The BiocubeTM Pentpack consists
of Five media filled trays with one empty inverted tray acting as a lid. Each tray 72" in diameter
and 13.5" high and is capable of holding approximately 20 ft3 of media. Molded from gray, UV
stabilized, High Density Polyethylene (HDPE), the trays have a structural center post and a
combination of concentric and radial ribs for maximum strength and rigidity. The tray sides
have a corrugated outer wall for. structural support and a smooth inner wall to prevent
channeling. The hollow area between walls is filled with structural polyurethane foam to
provide added support and a minimum ofR30 insulation. The top tray bas a 4" female NPT inlet
connection and the bottom tray has a 4" female NPT outlet connection. The biofiher has an
overall dimension of 72"W X 72"L X 82""H, and weighs approximately 4,000 Ibs. Units are
shipped on pressure treated wood skids and can be removed and mounted on a concrete slab.
MIB Moisture Integrator Bubbler
The MIB uses the same trays as the BiocubeTM Biofilter to provide optimum biological moisture
content and temperature for the biofiltration process. The MIB consists of three trays, two
stacked and one inverted on top. The bottom tray serves to hold a reservoir of humidification
water, and it contains an electric immersion heater that maintains a constant temperature for the
entire biofiltration process. The water level is maintained within an acceptable range through an
easy to maintain, externally mounted, float valve connected to the MIB with a flexible
connection. A clean water supply is requked to feed the MIB. Water usage is typically less than

1 GPH / 50 CFM. The all' stream enters the center tray through an 8" slip connection and
diffuses through a shallow layer of water. Humidity and heat are transferred to odorous all'
stream through intimate contact between the all' bubbles and the heated water. Air exits the top
tray through an 8" slip connection. Also included in the MIB are a low-level float switch,
overflow drain with check valve, and a bottom drain. The MIB/MS has an overall dimension of
72"W X 72"L X 70"H (with the moisture separator), and weighs approximately 800 lbs.
MS Moisture Separator
The MS consist of a vessel formed by two trays that are normally installed as an assembly below
the MIB. The moisture separator removes condensate and excess moisture ftom the process
stream after treatment in the Biofilter(s). It protects the blower ftom damage by water ingestion.
A high-level float switch triggers the drain cycle through the control panel. Water collected in
the moisture separator is automatically drained back to the wet well. A sight tube allows for
visual inspection of the water level.
Centrifugal Fan
A Centifugal Fan, Hartzell Fan, Model 07T -172 will provide the motive force to pull all' ftom the
lift station and through the entire system. The blower has a rated capacity of 800 SCFM, draws a
vacuum of21 inches of water, and is powered by a 5 HP TEFC Mill Chem. duty motor. The
blower is constructed of Stainless Steel. An aluminum impeller and 316 SShardware are
provided for added corrosion resistance. A throttling valve is also included to control the system
flow rate.
Electrical Control Panel
A NEMA 4X, 316 SS, water-tight, dust-tight, corrosion-resistant control panel will be provided.
The panel will provide branch circuit protection and controls for the blower, MIB and MS. Red
pilot light alarm indicators are provided for high and low water fault conditions. A Hand! om
Auto switch is provided with a green run pilot light indicator for blower operation. An On/Off
switch with green pilot light indicator is provided for heater operation. A main, through-the-door,
disconnect and security lock out are included. A dedicated 480V, 30 A, 3ø feed is required. The
panel conforms to all applicable UL standards and carries the UL label.
Piping
All piping is to be provided and installed by the contractor in accordance with the installation
drawings. All all' piping is Schedule 40/80 PVC. Feed water and drain piping for the MIB/MS is
3/4", Schedule 40/80 PVC. It is recommended that this piping be UV resistant or painted to
protect against UV degradation. All piping should be supported to prevent excessive stress on
the system ports.
Wiring
All wiring external to the control panel is to be provided and installed by the contractor. This
will entail wiring the electrical service, the blower, the heating element, the high-level float
switch, and the low level float switch to the control panel. All wiring should be done in
accordance with acceptable standards as well as all applicable code requirements and
regulations.
