Consideration of 2005 Special Parks Fund and Neighborhood Park Service Area Projects
BACKGROUND:
Special Parks Fund
The 2005 budget includes $100,000 for parks and recreation projects with revenues generated from
taxes collected on sales of alcohol at the local level. Projects are identified through public input, staff,
Advisory Board members, and City Commissioners.
Neighborhood Park Service Area Fund
The 1997 Neighborhood Park Plan identified nine perimeter growth areas in the city, several with
existing parks, others without. The Neighborhood Park Service Area program was implemented to
generate revenues for neighborhood park development or improvements. A fee schedule approved
by the City Commission generates funds through fees collected during the building permit process.
Developers can also dedicate land for neighborhood park development in lieu of fees if no existing
park site exists.
One of the service areas includes the neighborhood around Jerry Ivey Park. This particular area has
seen considerable housing development since the program inception and currently has approximately
$40,000 to be used for park projects. Staff has developed a list of potential improvements for Jerry
Ivey, but we felt it important to have input from area residents as well. A survey was completed this
fall requesting ideas, with a wide range of suggestions received. A number of the top suggestions are
included for your consideration and there are others that we will consider for future projects or
maintenance issues.
FISCAL NOTE:
Projects are identified by funding source. This includes $100,000 from the Special Parks Fund and
$40,000 from the Neighborhood Park Service Area Fund. One project, the spray ground, is proposed
from three funds, and is contingent on approval of use of the quarter cent sales tax, which is to be
discussed at the January 24 City Commission meeting.
RECOMMENDATION:
The Parks and Recreation Advisory Board reviewed and recommends the City Commission approve
the following projects from the 2005 Special Parks Fund and the Neighborhood Park Service Area
Fund and the spray ground project contingent on approval of use of the quarter cent sales tax.
