Consider authorizing Salina Water Treatment Plant Public Art Project.
BACKGROUND:
Since 1985 the Salina Water Treatment Plant has undergone a multi-phase improvement program to
enhance capacity, improve the treatment process, meet new federal environmental standards and
modernize the facilities. The final phase of the Salina Water Treatment Plant I mprovement Program
began in June 2001 and included enhancements to the administration and laboratory building as
well as the grounds of the facility.
The final phase also included a public art element. In fact, the public art project at the Water
Treatment Plant was the City's second such initiative after the first successful endeavor at the Salina
Animal Shelter. However, for various reasons this proposed public art project has yet not been
authorized for construction. A chronology of key events on the project is as follows:

City Commission authorizes engineering contract with Wilson & Company
Including sub-consultant services from artist Kent Williams, Wichita, for concept
design of public art elements.
Artist Kent Williams submits Concept Report.
Construction begins on Water Plant Project.
Supplemental engineering agreement under the Wilson & Company contract for
final design and oversight of fabrication and installation of public art elements by
artist Kent Williams.
Study session with the City Commission during which artist Kent Williams
presented the proposed public art components.
Artist Kent Williams refined proposed art elements and cost estimates at direction
of city staff. First public art element (tubular pipe for transformer) installed at cost
of $7,500.
Water Plant Project substantially complete including site improvements such as
decorative fence and landscaping.
Final public art design submitted by artist Kent Williams. .
City staff prepares final cost estimate and traffic safety analysis for public art
design.
Please find attached: Drawings for the proposed public art design at the Salina Water Treatment
Plant; remaining construction costs; and a narrative of the proposed public art project prepared by
artist Kent Williams and city staff from the Department of Arts and Humanities. If approved for
construction, the public art elements would be fabricated and installed by May, 2005.
FISCAL NOTE:
The remaining construction cost for the proposed public art elements at the Water Treatment Plant is
estimated to be $152,000. If approved, these funds would be allocated from the 2005 Water
Division Bud et.

Staff Introduction
Initial, exploratory designs for aesthetics enhancements at the Municipal
Waterworks Campus were commissioned and introduced in December
2002. Inspired and designed with reference to water and the sources of
water, this initial proposal included enhancements to four selected
areas/elements of the campus: concrete basins on 5th Street, transformer
protection, perimeter security fencing, and entrance plaza incorporating a
mailbox. The closure of Fourth Street to through traffic presented the
opportunity to also include an aesthetic solution to normally hard-edged
signage while providing aesthetic continuity with the other campus design
enhancements.
The current proposal reflects previous discussions on priorities, phases,
and project completion. Transformer protection bollards (Tubular
Components, Area D), security fencing, and campus landscaping are
complete. Artist Kent Williams' modified design takes into account
pedestrian and vehicular traffic from all directions. The design
incorporates new solutions for the relief sculptures on the 5th Street
concrete basins, based on visibility and site lines. Of particular note are
the visual experiences from Santa Fe Ave. and upon exiting the parking
garage onto 5th Street. South Street sculptural pipe elements (Tubular
Components, Areas A, B, and C) echo the transformer protection bollards.
These pipè elements provide both function and aesthetic continuity
between Oakdale Park, Salina's commercial district and the growing
medical complex,

Principal Elements
PIPES
This set of pipe sculptures stitch in and out of the landscape along the
north edge of the campus responding to their function as man-made
systems for distributing water. (On the pipes are names of thE~ streams,
creeks and rivers that supply the Salina community.)
BASINS
These large tank-surface sculptures follow the contour of settling basins,
responding to natural sources of water (to which we connect via creeks,
streams and pipes), while showing trees (storing and distributing water
through their own root systems) reflected on rippling water.
COMBINED ELEMENTS
Standing alone and complimenting one another, these sculptures explore,
compare and contrast our man-made and natural connections to water.
They work toward respecting the water made safe to drink at the Municipal
Waterworks.

PROJECT STATEMENT
The Salina Water Treatment Facility Project possesses outstanding
opportunities to enhance and beautify downtown Salina. The City's
commitment to adapt the historic High Service Pump House has provided
an excellent muse for this project. The building's hìstorically sensitive
renovation preserves for future generations the legacy of providing clean
water in Salina. Interwoven with enhancements to the Watef\Jvorks
campus are opportunities to inform and educate those who encounter the
facility through retevant public sculpture.
The functions of water clarification and concepts of water stewardship
are important and should be understood by responsible citizens. This
Public Art solution is challenged to go beyond the aesthetics ()f
beautification, becoming an educational and inspirational offering. It
serves as a milestone symbol of cultural evolution. It connects individuals
with a common experience that works toward creating a fabric of
community. The investment to carefully provide citizens with safe water is
vital. This project is rich in its opportunities to celebrate water as the life
giving substance it is. Opportunities such as these open doors for a

Waterworks, through our common bond of water.
PUBLIC ART AND THE BUILT ENVIRONMENT
Civic Identity. Public Art shows us what community heritage is valued,
what aspects of the city are selectively remembered, celebrat~3d and
incorporated into prevailing narratives of civic identity. 1
Community Pride, Public Art can take public and private projects beyond
utilitarian functions. It creates opportunities for education and community
pride. From the Works Progress Administration's legacy to si~jewalk chalk
drawings, Public Art significantly affects quality of life.
Value in Investment "... the lesson is clear that just as hardhBaded
business corporations have... acknowledged the value to thenl of beauty
and of the public's good opinion of the them, so too cities acrc)ss the
nation are now recognizing that the cultural climate of a city, the
appearance of a city, the educational and cultural facilities of a city... are
desirable not only because the people want them, need them, [and]
deserve them, ... but because it is good business for the city to provide

Subject MatteL Whether literal, abstract or symbolic, excellent
opportunities exist for subject matter reference. In general, the project's
subject matter is water. More specifica lIy, clean water. The E~xploration of

Whereas the Waterworks draws its water from the river and the numerous
local wells, this awareness should be present in the subject rr~atter
explored (and hopefully illuminated) by the art element(s).
Perception of Work. Often, as in cases where the viewer is in an
autqmobiJe, the interaction with sculpture in the outdoor environment is
preoccupied with or distracted by any number of items other than the
sculpture. Thus, when the viewer's attention is drawn to the public art, he
or she should be able to readily apprehend form, color, elemE~nts of water
and the visual relationsh ips of the work to its setting. This encounter
should be an enjoyable aesthetic experience complete to the moment's
