Kissinger BY~~, Item: Allocation of certain budgeted funds in the 2000 Agency Contracts account of the General Fund. Backqround: During the consideration of the 2000 City Budget (August 1999), the City Commission approved a total budget of $235,000 for Agency Contracts. This account in the budget provides annual funding for a variety of programs and agencies, e.g. Chamber of Commerce Economic Development; B.I.D. Downtown Development; Municipal Band operations; Taxi Voucher/Public Transportation programs, etc. This account also included for 2000 a Contingency amount of $16,175. This amount was to be reserved for other potential programs for 2000 which were still under review, with a final decision in January 2000. By previous action, the Commission allocated $1,000 of the Agency Contract contingency to Salina Downtown, Inc. The remaining approximately $15,000 is now recommended to be allocated as follows: (a) $10,000 - City of Salina share of a partnership program for a middle school after school pilot program. (See Executive Summary attached, and previously discussed in Study Session.) (b) $5,000 - Year 2 of the City share in the partnership program of the Community Roundtable. Action: Consider by motion the allocations as recommended. Now there can be an alternative. Through a collaborative effort with the City of Salina, U.S.D. #305, the United Way, various not-for-profits, and area businesses, a different kind of after school program is being proposed. Modeled at, er a successful program in Wichita, a similar effort is being planned for Salina. The keys to success are a broad menu of activities which youngsters choose from each week, and creative funding, which allows the Middle Schoolers to participate for free. The Goal of the program is to provide fun, supervised activities for Middle Schoolers in Salina. Brief History - Last spring, all stakeholders met to look at the feasibility of the program and heard a presentation from the coordinator of Wichita's program, which currently operates at ten (10) schools. A sub-committee was formed to develop a budget and work out the logistics. The committee met again to review the proposal and consider possible funding sources. It was suggested that a proposal for a three semester pilot program be presented to the city commission and school board. The Program - CostS for the program are outlined on the attached budget page. This is not a year round program. The program would run in 12 week sessions each semester. The pilot program would run for three semesters total with an evaluation period at the end of the third semester. The program would begin in the spring of 2000 and run through April of 2001. The time frame for each session would be from February to April/May and late September/October through December. February would allow for gym use after spring sports. Classes would be held Monday through Thursday from 3:20 to 5:00 p.m. Each site would employ a site coordinator to plan, organize, and supervise the teachers and students. Field trips would be coordinated through the YMCA coordinator once every week or so. Funding - In order to provide this program at no cost to the participants, the following funding possibility is proposed: Name Amount/Semester Total Funding City of Salina $ 5,000 per semester $15,000 U.S.D. 305 $ 5,000 per semester $15,000 YMCA-United Way $ 2,500 per semester $ 7,500 Other Businesses $ 3,240 per semester $ 9,720 The YMCA would seek grants and donations from various sources to provide the needed $3,240 per semester. Executive Summary = Page 2 Program Providers - One of the unique dements of this program is the broad base of community.organizations providing opportunities to the students. The City of Salina would be able to offer many choices of activities through existing offerings by the Parks and Recreation Department. Other organizations, such as the Community Theater, Art Center, and United Way agencies, are already offering a variety of programs. This After School Program could tie in with any and all of these based on the students' preference. Evaluation - The program would be evaluated after each semester to determine the number of youth involved and measurable outcomes achieved. A decision to continue the program and seek future funding would be decided after May 2001. It is estimated that 10°,4 of the youth at both South and Roosevelt Lincoln Middle Schools would be involved in the program. Approximately 60-70 students at each school would most likely participate.
