ITEM: Consider awarding the bid for project number 23004, Oakdale Avenue Bridge Painting to
Southern Coatings of Tarpon Springs, LLC in the amount of $119,995.95 with a $5,999.80 (5%)
construction contingency for a total project authorization not to exceed $125,995.75 and authorizing the
City Manager to execute a contract with Southern Coatings of Tarpon Springs, LLC upon fulfillment of
all prerequisites under the bid documents.
BACKGROUND:
This project includes: sandblasting and capturing the old paint; and repainting the pedestrian railings on
the Oakdale Avenue Bridge northeast of Oakdale Park.
The Oakdale Avenue Bridge was originally built in 1960 and its driving surface was replaced and the
pedestrian rail was repainted in 1992. The bridge is currently in generally good condition and will likely
be in service for another 30 to 40 years.
The City of Salina has bid two similar projects in recent years. This project's third lowest bidder
repainted the pedestrian railings on the bridge on Iron Avenue west of Marymount Road in 2017 at a
cost of $70,400. This project's second lowest bidder repainted the pedestrian railings on the bridge on
Mulberry Street directly west of Oakdale Park in 2018 at a cost of $82,400. The railings on the Oakdale
Avenue Bridge are nearly identical in surface area to the Mulberry Street bridge.
Bids were received for this project on Thursday,
March 2, 2023 and are as at right. Staff
anticipated the higher cost for this year's project
due to the inflation rates since 2018.
The proprietor of Southern Coatings of Tarpon
Springs (SCOTS) worked for another bridge
painting company for 19 years before forming his
own company in 2017. SCOTS painted one
bridge as a subcontractor for Clarkson
Construction of Kansas City in 2020; a Clarkson

representative recommended them highly.
SCOTS painted four bridges for the Iowa Department of Transportation (IDOT) in 2021; an IDOT
representative has known the proprietor for 15 years from these projects and from previous employment
and also recommends him highly.
FISCAL NOTE:
The 2023 Sub-CIP approved by the City Commission on February 6, 2023, included $780,000 for
Streets (Stormwater, Bridges, Railroad, Parking Lots), which includes Bridge Painting. If this project is
approved as recommended, the remaining budget in this Sub-CIP line item will be $138,589.46, as
described in the following table:

COMMISSION ACTION OR RECOMMENDED ACTION:
Staff has identified the following options for the City Commission's consideration:
1.) Approve a motion awarding the bid for project number 23004, Oakdale Avenue Bridge Painting
to Southern Coatings of Tarpon Springs, LLC in the amount of $119,995.95 with a $5,999.80
(5%) construction contingency for a total project authorization not to exceed $125,995.75 and
authorizing the City Manager to execute a contract with Southern Coatings of Tarpon Springs,
LLC upon fulfillment of all prerequisites under the bid documents.
2.) Approve a motion awarding the bid for project number 23004, Oakdale Avenue Bridge Painting
to Southern Coatings of Tarpon Springs, LLC with amendments as the City Commission deems
appropriate and authorizing the City Manager to execute a contract with Southern Coatings of
Tarpon Springs, LLC upon fulfillment of all prerequisites under the bid documents.
3.) Postpone consideration of the award of bid for project number 23004 to a specified date and time
and provide staff direction regarding additional information or amendments the City Commission
would like to request for its further consideration.
4.) Do not award project number 23004, and provide staff with any further direction.
Staff recommends Option #1.
