RESOLUTION NUMBER 95-4960
A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AN
INTERLOCAL AGREEMENT WITH SALINE COUNTY FOR MITIGATING IMPACTS
OF SOLID WASTE LANDFILL IN SALINE COUNTY.
WHEREAS, pursuant to the Interlocal Cooperation Act of Kansas
(K . S . A . 12-2901, et seq .) Saline County and the City of Salina desire to enter
into an agreement to provide a method of mitigating certain impacts on Saline
County roads and unincorporated areas caused or substantially contributed to
by the location of the existing solid waste landfill located in Saline County;
and
WHEREAS, those unintended impacts have been determined to include
excess wear and tear on certain county -maintained roads, as well as other
negative impacts, including litter and trash spillage on these roadways, as well
as other improper disposal of municipal solid waste; and
WHEREAS, Saline County and the City of Salina have determined that
using user fees from solid waste disposal to address the mitigation of these
negative impacts is a more equitable means of public financing than the use of
city or county tax revenues;
SO, NOW THEREFORE, BE IT RESOLVED by the Governing Body of
the City of Salina, Kansas:
Section 1. That the Mayor is authorized to execute an interlocal
agreement with Saline County entitled Interlocal Agreement for Mitigating
Impacts of Solid Waste Landfill in Saline County.
Section 2. That this resolution shall be in full force and effect
from and after its adoption.
Adopted by the Board of Commissioners and signed by the Mayor this
18th day of December, 1995. _
