A resolution authorizing the Mayor to acknowledge a resolution stating the permanent status of the
Smoky Hill Museum.
BACKGROUND:
Accreditation has been the museum field's mark of distinction since 1971. It is national recognition of
a museum's commitment to excellence and the highest professional standards of museum operation
and public service. Accreditation offers high profile, peer -based validation of a museum's operations
and impact.
The Institute of Museum and Library Services puts the number of museums in the United States at
35,144. According to AAM, there are only 1,099 accredited museums, and of these, there are only 11
accredited museums in Kansas. The Smoky Hill Museum has been accredited by the American
Alliance of Museums (AAM) since 1997. It was reaccreditated in 2009 and is up for reaccreditation in
2023.This places the Smoky Hill Museum in the 3% of museums who are accredited in the United
States.
The accreditation process takes 8-16 months to complete. It is centered on the submission of self -
study questions and required documentation. This self -study is then varified by a peer review in the
form of a site visit. The peer reviewers' submitted report, along with the self -study, is reviewed by the
AAM's Accreditation Commission who makes the final determination for accreditation.
As part of the self -study, museums under a parent organization, such as a city government, must
show documentation "regarding the importance of the museum to the parent organization and
expressing the parent organization's commitment to support the museum." On June 17, 1996, the
commission approved Resolution Number 95-5018 which recognized the Smoky Hill Museum's
"educational, historical, and cultural contribution to our community ... as a valued and permanent
institution." While this resolution recognizes the importance of the museum to the City, it does not,
however, express a commitment to support. Therefore, today the Smoky Hill Museum is asking the
City to express its commitment to support the museum and thus fulfilling the documentation required
for the accreditation self -study.
FISCAL NOTE:
This resolution only indicates continued support of the museum at the present levels. No additional
funding is being sought with this resolution.

Staff has identified the following options for the City Commission's consideration:
1.) Approve Resolution No. 23-8112.
2.) Approve Resolution No. 23-8112 with amendments as the City Commission deems
appropriate.
3.) Postpone consideration of Resolution No. 23-8812 to a specified date and time and provide
staff direction regarding additional information or amendments the City Commission would like
to request for their further consideration.
4.) Vote to deny Resolution No. 23-8112 resulting in a negative reflection on the museum's
accreditation report.

A RESOLUTION AUTHORIZING THE MAYOR TO ACKNOWLEDGE A RESOLUTION
STATING THE PERMANENT STATUS OF THE SMOKY HILL MUSEUM.
WHEREAS, the shared vision statement for our community states Salina is a thriving, citizen -oriented
community with the culture and assets that make it the regional choice for residents and visitors. We
value inclusive, progressive leadership in a sustainable, safe and attractive community; and
WHEREAS, the Smoky Hill Museum asserts the history and stories of Salina matter, and values the
role of being an influential community partner; and
WHEREAS, the Smoky Hill Museum holds value in the diverse history and contributions of all
members of the community; and
WHEREAS, the Smoky Hill Museum continues to successfully pursue its mission of connecting people
to universally shared stories, unleashing the power of local history to engage, inspire and surprise;
NOW, THEREFORE, BE IT RESOLVED by the Governing Body of the City of Salina, Kansas:
Section 1. The Governing Body affirms RESOLUTION NUMBER 96-5018 which recognized
the Smoky Hill Museum as a valued and permanent institution due to its educational, historical, and
cultural contribution to our community.
Section 2. The Governing Body believes that our citizens expect and deserve the best possible
public services which includes access to learn about the community's history, and asserts the
importance of the Smoky Hill Museum to the City of Salina, Kansas, and the citizens of said
community.
Section 3. The Governing Body commits its continued financial support of the Smoky Hill
Museum through the general funds of the City of Salina, Kansas.
Section 4. This resolution shall be in full force and effect from and after its adoption.

A JOINT RESOLUTION OF THE BOARD OF CITY COMMISSIONERS
OF THE CITY OF SALINA, KANSAS AND THE BOARD OF DIRECTORS OF THE
SALINA ARTS AND HUMANITIES COMMISSION STATING, THE PERMANENT
'STATUS OF THE SMOKY HILL MUSEUM.
WHEREAS,' after ten years of operation the Smoky Hill Museum
continues to successfully pursue its mission of creating a dynamic, inviting,
educational museum that collects, preserves, researches, exhibits and interprets
the history and artifacts - of Saline County and the region through exhibits,
educational programs and public activities; and
WHEREAS, the Board of City Commissioners and the Board of
Directors of the Salina Arts and Humanities Commission wish to confirm the
status of the Smoky Hill Museum as a valued and permanent institution; SO NOW
THEREFORE
BE IT RESOLVED by the Governing Body of the City of Salina,
Kansas and the Board of Directors of the Salina Arts and Humanities
Commission:
Section 1. Statement of Permanence. in recognition of its
educational, historical, and cultural contribution to our community, the . Smoky
Hill Museum is recognized as a valued and permanent institution.
Section 2. Authorization to Transmit. The Director of the Smoky
Hill Museum is hereby authorized to direct this joint resolution to the
ed -Kation -Office of tho—Aexi�an- Assoiatian t�€ Museums as evideree
permanent status of the Smoky Hill Museum.
