TO CITY MANAGER EMPLOYMENT AGREEMENT
This First Amendment to City Manager Employment Agreement ("First Amendment") is made
this 61h day of January 2023 between the CITY OF SALINA, KANSAS, a Kansas municipal
corporation, (the "City") and MICHAEL D. SCHRAGE (the "City Manager").
Recitals
A. The City and the City Manager are parties to a City Manager Employment Agreement
dated January 7, 2019 (the "Agreement").
B. Section 1 of the Agreement refers to the Agreement as being subject to amendment in
writing by the mutual consent of the parties.
C. The City and the City Manager desire to amend Section 7 "ICMA-RC" of the Agreement.
D. The City Manager's city-employment anniversary date is December 16.
THE PARTIES, pursuant to Section 1 of the Agreement, mutually consent as follows:
Section 1. Amendment. Effective retroactively to the City Manager's city-employment
anniversary date of December 16, 2022, Section 7 "ICMA-RC" of the Agreement is amended to
read, as follows:
Section 7. MissionSquare Retirement (formerly ICMA-RC).
In addition to the City Manager's participation in the Kansas Public Employers
Retirement System (KPERS) as an employee of the City, the City agrees to (a) execute
the agreements provided by Mission Square Retirement in its role as the exclusive
retirement services partner for the International City Managers Association (ICMA) as
may be necessary for the City Manager's participation in the retirement plan managed by
MissionSquare Retirement (formerly ICMA-RC) and (b) in addition to the City
Manager's base salary, pay on the City Manager's behalf an amount equal to six percent
(6%) of the City Manager's base salary into the MissionSquare Retirement account
designated by the City Manager in equal proportionate amount each pay period.
(References to Mission Square Retirement shall also refer to any other retirement services
provider as may be designated in the future by ICMA as its exclusive retirement services
partner.)
Section 2. Incorporation and Ratification. The amendment set forth in Section 1 is incorporated
and made a part of the Agreement. The Agreement as amended by this First Amendment is
ratified.
Section 3. Binding Effect. The Agreement as amended by this First Amendment shall be binding
on the City, the City Manager, and the City Manager's heirs, beneficiaries, and personal
representatives.
EXECUTED by the duly authorized representatives of the parties on the day and year first stated
above.
