Burke Turf Improvements to Nemaha Sports Construction for Certain Fencing Improvements in the
amount of $52,791.00.
BACKGROUND:
The Bill Burke Memorial Park planned improvements will convert eight (8) grass infields to synthetic
turf with underdrainage, fencing and dugout improvements, add an additional bathroom to the North
end of the facility and replace the existing central bathroom facility to allow for the remodel of the
existing concession facility. Additionally, improvements are being planned for Berkley Family
Recreational Area to address drainage issues of the existing fields due to being adjacent to the
former airport runway.
On July 11, 2022, the City Commission approved for the City Manager to execute a contract for
engineering design services with Schwab -Eaton, P.E. for $239,000.00 for engineering services for the
Bill Burke Memorial Park and Berkley Family Recreational Area Infield Turf and Park Improvements
Project. At the request of Salina Baseball Enterprises, Wilbur Field and Matson Field at Berkley Family
Recreational Area were included as an add alternate. The City authorized the design and
specifications of those infields for that purpose.
On October 17, 2022, the City Commission awarded the bid and authorized the City Manager to
execute a construction contract for project number #22031 for synthetic turf improvements for 8
infields at Bill Burke Memorial Park to Nemaha Sports Construction in the amount of $1,726,000.00.
The notice to proceed was provided to Nemaha Sports Construction on November 7, 2022 and
construction started shortly afterward.
To date, storm drainage to take water off the fields to the river for fields 4-6 has been completed and
Nemaha is currently working on storm drainage for fields 1-3. Completed work on fields 2, 4, 5 and 6
includes excavation to the proper depth, grading, most of the concrete curb and turf anchoring strip,
installation of a non -porous liner, HDPE sub -drainage pipe and a base of aggregate rock material.
The concrete curb surrounding the infield serves as an edge for the containment of the sub -drainage
and additionally serves as an attachment point for the synthetic turf. The concrete curb will not be
visible once the turf is installed.
The City's original intent for part of the Phase 2 of Bill Burke improvements is to replace the existing 4'
galvanized posts and fencing with 6' black coated posts and fencing with one (1) rolling gate opening
along the sidelines of each field. The City believed the fencing and gates would be a standalone
project for Phase 2 of Bill Burke construction.
The proposed one (1) rolling gate per field would serve as the main entrance onto the field for turf
groomers, mowers, tractors and utility vehicles. The proposed design of a 16' rolling gate would
straddle the new synthetic turf and natural grass in order for equipment to access the corresponding

The desired footers for the 6' fence posts and rolling gate would be in the same location as the
concrete curb and anchor strip for the turf. It has become apparent that it would be more effective for
the turf concrete curb and anchor strip to accommodate the posts and concrete footer for the fencing
and gate.
The proposed change order transfers a portion of the fencing work that was anticipated in Phase 2 of
the Bill Burke project to the current scope of work. The areas in question are adjacent to the dugouts
and extending to the edge of the new synthetic turf for all 8 fields. The change order is not for all the
fencing replacement anticipated in Phase 2.
The proposed scope of work for Phase 2 fencing includes new side line fences and posts from the
dugout to outfield, new rolling gates for each field, new fencing around frame work of dugout, backstop
board replacement, backstop wire mesh replacement. All wire mesh will be black vinyl coated fencing.
The change order includes the posts and the associated concrete, excavation and dirt work that would
support the proposed fence mesh and gate (1 per field) from the dugout to the edge of the synthetic
turf on each field on both sides.
Lastly, Nemaha has requested in the change order for an extension of the contract by 10 days to
complete the work outlined below.
Staff have reviewed the scope of work and pricing of the change order and believe it to be
competitively priced.
FISCAL NOTE:
During the 2022 Budget discussions, the City Commission indicated their desire to fund $1,500,000 of
the City's share with cash and fund the remaining $2,500,000 with bonds to be paid for with Transient
Guest Tax revenue. The project funding balance is as follows:

- L = $500.00
- M = $1,980.00 and includes posts and concrete materials (he said $125/each for the posts and $55/each for the
concrete)
- E = $420.00
- Total = $2,900.00/field
o Added $100.00/field to make it $3,000.00/field and this is to increase the post size (because the larger
post size is available whereas the size on the plans has a longer lead time). This $100.00/field adder to
increase the post sizes will decrease the post lead time from 2-3 weeks to 2-3 days as this larger post is
available, whereas the other is not.
