.~ WHEREAS, a system of responsible and effective financial management is an important
~ responsibility of city government; and i

g WHEREAS, the Governing Body adopted it Investment Policy on January 3, 2022, under
8 Resolution No. 21-8010; and
WHEREAS, the City of Salina received approval to utilize Expanded Investment Authority
under K.S.A. 12-1677b from the Pooled Money Investment Board (PMIB) on January 27, 2022; and
WHEREAS, the City of Salina Financial Policy has been amended to include provisions of the
approval received under K.S.A. 12-1677b; and
WHEREAS, the City of Salina Financial Policy has been reviewed by the Governing Body; SO
NOW, THEREFORE,
BE IT RESOLVED by the Governing Body of the City of Salina, Kansas:
Section 1. The attached City of Salina Financial Policy document dated December 5, 2022 is
adopted.
Section 2. The City of Salina Financial Policy shall be used as a foundation and guidance for
city government fiscal planning, management, and operations.
Section 3. Any substantive deviation from the City of Salina Financial Policy must be reviewed
by the Governing Body and shall require its concurrence.
Section 4. Amendments to or variances from the City of Salina Financial Policy may be
considered from time to time by the Governing Body as deemed necessary to best meet the public
interest. Such actions may be formal amendments to the City of Salina Investment Policy, or case-by-
case variances as approved by the Governing Body.
Section 5. Resolution Number 21-8010 is repealed.
Section 6. This resolution shall be in full force and effect from and after its adoption.
Adopted by the Board of Commissioners and signed by the Mayor this 12th day of December,
2022.
