Background Over the past year, we have discussed a number of mechanisms to provide continuing funding for flood prevention and drainage system enhancements that do not compete for existing funding for other capital projects. Kansas Statutes, at K.S.A. 12-1,118, provide a mechanism for creating a general Capital Improvements Fund to finance capital improvements that are listed in a multi- year Capital Improvements Plan and also provide the authority to levy a property tax for such a fund. Ordinance Number 97-9814 establishes such a fund for the City of Salina, but is considerably more restrictive as to uses of the fund than State Statutes permit. The ordinance limits the purpose of the fund to Flood and Drainage improvements, provides that fund resources may not be used for normal operating expenses--including salary and benefits of our employees engaged in construction of flood or drainage improvements, and provides for an annual budget for the fund. The ordinance also establishes a maximum one mill levy for this purpose. The amount actually levied each year, up to one mill, would be determined as a part of the normal budget cycle. If approved by the City Commission, the first taxes would be levied in 1997 for use in the 1998 budget year. Under K.S.A. 12-1,118, the fund may also receive transfers from the operating funds of the City. One mill will generate about $225,000 at the current valuations. In 1999 and future years, the fund will also receive a share of the motor vehicle tax. This will enable the City of Salina to address those types of neighborhood drainage issues which are generally not large enough to justify issuing debt to finance, but are too large to cover with existing resources. This fund could also be used for partial debt service payments, engineering reports, improvements to the levee system, and other flood/drainage capital improvements. Recommendation Approve Ordinance Number 97-9814 on first reading. f1;:C::¡J ¿D NOV '; 1~91 CITY MA~IAGER'S OFFICE Termination of Reconnaissance Study Improvements for Flood Control at Salina, Kansas under authority of Section 216 of the 1970 Flood Control Act, we have completed a reconnaissance study of the existing flood protection system at the city of Salina, Kansas. The study reviewed several flood damage reduction measures, including effectiveness of the existing levee protection system, to determine whether there is a Federal interest in implementing additional measures. An early survey of the flood protection system, which was constructed in 1961, indicated that, with few exceptions, the levees remain at the as-built height. Other elements of the system were also found to be functional. Additional study tasks included analysis of the hydrologic conditions found along the Saline River, the Smoky Hill River, Mulberry Creek, Dry Creek, and the Dry Creek Diversion, and assessment of flood damage potential within the city from possible levee failure or overtopping. The study concluded that all portions of the Salina Levee System contain, at a minimum, a flood with a 1-percent-chance of occurrence with at least 3 feet of freeboard. The analysis indicated that an upgrade of the Smoky Hill portion of the levee system is feasible and is in the Federal interest. On July 14,1997, the Salina City Commission voted unanimously to decline participation in a cost-shared Feasibility Study to undertake improvements to the levee system. Accordingly, in the absence of any other potential non-Federal sponsor for implementation of improvements, I recommend no further investigations be conducted at this time. with release of this notice, the reconnaissance study is terminated.
