RESOLUTION NUMBER 22-8089
A RESOLUTION CONVERTING THE SMOKY HILL RIVER SECTION 1135
FEASIBILITY STUDY AS PREPARED BY THE DEPARTMENT OF THE ARMY, U.S. ARMY
CORPS OF ENGINEERS (USACE), KANSAS CITY DISTRICT FROM THE CONTINUING
AUTHORITIES PROGRAM TO THE GENERAL INVESTIGATION PROGRAM
WHEREAS, on January 5, 2018, the City authorized the USACE to provide a Section 1135
Smoky Hill River Aquatic Ecosystem Restoration Feasibility Study;
WHEREAS, at the November 1, 2021 City Commission Study Session, the USACE and its
consultant, HDR Engineering, presented Alternative 1 -Flowing Channel and Alternative 2-Pools and
Riffles. The USACE prefers Alternative 2 -Pools and Riffles;
WHEREAS, at the December 20 , 2021 City Commission Meeting, the City Commission
selected Alternative 2 -Pools and Riffles as the Locally Preferred plan for the Smoky Hill River
Section 1135 Feasibility Study.
SO, NOW THEREFORE, BE IT RESOLVED by the Governing body of the City of Salina,
Kansas:
Section 1. The Smoky Hill River Section 1135 Feasibility Study shall be converted from the
Continuing Authorities program to the General Investigation Program.
Section 2. The City Clerk is hereby directed to file and retain the original resolution according to
the City of Salina Records Management Policy.
Section 3. This resolution shall be in full force and effect from and after its adoption.
Adopted by the Board of Commissioners and signed by the Mayor this 7th day of November,
2022.
