in the amount of $292,504.00 with a $14,625.20 (5%) construction contingency for a total project
authorization not to exceed $307,129.20 and authorizing the City Manager to execute a contract with
Multicon, Inc. of Wichita upon fulfillment of all prerequisites under the bid documents.
BACKGROUND:
This project includes approximately 1.2 miles of sidewalks on nine streets in Salina. At an October 18,
2021 study session, staff presented background on sidewalk installation practices as well as a proposed
plan for sidewalk installation in 2022 (attached). Staff have fielded requests for sidewalks for years and
established the following considerations for their priority.
• The road's functional classification, with arterials being the highest priority and locals the lowest.
• Is the location a missing connection between existing sidewalks or between a sidewalk and a
pedestrian generator?
• Is a worn path present, indicating people are already walking there?
• Is the location near some other high pedestrian generator?
• Does a sidewalk exist on the other side of the road?
• Is a business, organization, or individual willing to share the costs?
• Is the location near a park?
• Is the location near a school?
• Is the location near a bus stop?
Based on this criteria, staff scoped the 2022 project to include the roads shown on the attached location
maps. Staff then sent notifications to property owners about the proposed sidewalk construction
adjacent to their properties while also soliciting feedback regarding sprinkler systems, landscaping,
trees, obstructions, etc. Staff received comments per the attached on the proposed sidewalks.
Many more comments regarding Ray Avenue were received as well as the attached "Expression of
interest objecting to the construction of sidewalk on the 2600 block of east Ray Ave." Consequently,
staff then conducted a public meeting on March 31, 2022 to further discuss the group's concerns
regarding the proposed sidewalk on the east side Ray Ave. to match the sidewalk near Coronado
School. The proposed construction of a sidewalk on Ray is presented as an add alternate for the City
Commission to consider separately. A letter was mailed to: the affected property owners; the property
owners across the street to the west; and the property owners along Ray Avenue west of Belmont to
Highland. Some may be present to voice their support or opposition directly to the City Commission.
Staff continues to map and determine the extent of streets in Salina that have a sidewalk gap or no
sidewalk at all. The attached matrix has been developed to try and weigh/prioritize the above factors
and more for future sidewalk projects after this 2022 project.

Multicon is new to performing services for the City of Salina. They are a pre -qualified general contractor
for KDOT (Kansas Department of Transportation) in many different areas notably for concrete sidewalk
construction and have performed many successful flatwork projects in the Wichita area.
FISCAL NOTE:
The approved 2022 Sub-CIP budget for streets, traffic, and sidewalks includes $290,000 for sidewalks
and ramps, $226,404.10 of which remains for this project. Staff proposes the remaining $81,292.10
come from the KDOT Federal Funds Exchange budget, $380,009.82 of which has not been appropriated
prior to today. (Winn Road Culvert Replacement is also on today's agenda.).
COMMISSION ACTION OR RECOMMENDED ACTION:
Staff has identified the following options for the City Commission's consideration. The "a" options pertain
to the full project; the "b" options pertain to the full project less Ray Avenue.
