8.3 Adopt IBC & IFC CITY OF SALINA REQUEST FOR CITY COMMISSION ACTION DATE 10/11/04 TIME 4:00P.M. AGENDA SECTION ORIGINATING DEPARTMENT: APPROVED FOR NO: 8 Development Services AGENDA: ITEM BY: Michael Roberts and NO. 3 & 3a Darrell Easti n BY: Page 1 ITEM: A request for approval on second reading of Ordinances 04-10208 revising chapter 8 in the Salina Municipal Code of ordinances and 04-10209 adopting the 2003 International Fire Code with amendments. BACKGROUND: On July 12, 2004 the City Commission approved ordinances 04-10208 and 04-10209 on first reading but tabled second reading to afford a public comment period and further review by the Building Advisory Board of any comments that might be submitted. Staff posted a notification of the comment period on the city's website and also ran a notification in the Development Services Newsletter that was sent to all design professionals, registered contractors and licensed tradesmen in August. A deadline of September 1 was established for comment in order for Staff to compile any submissions to forward to the Advisory Board for review at their September meeting. On Tuesday, September 14th, the Building Advisory Board met for their regularly scheduled monthly meeting. On the Board's agenda was consideration of any public comment regarding the proposed changes to chapters 8 and 14 of the Salina municipal code of ordinances. The only comments received during the comment period were from an informal association of local design professionals that included both architects and engineers. With regard to chapter 8, the designers had 3 specific requests for changes. The following is a summary of the Board action. . As to the first request to ask the Board to reconsider their recommendation to adopt construction codes from different code organizations instead of a single family of codes, the Board voted to confirm their previous recommendation. However, a condition was added to the motion that they would convene hearings again at the next code update cycle in two years to revisit the matter and open the discussion once more to the merits of adopting a single family of codes. . The second item was a request to amend the permit exception requirements in the building code. After discussion and further clarification from Staff as to why the Board's original recommendation was made, the designer's representative withdrew their request for revision. . The third item was a request to further amend a previously amended section in the building code dealing with engineering requirements for foundations. After discussion and deliberation, the Board recommended adopting the following proposed change in language. The added language is in italics. Sec. 8-16. Amendment of Section 1805.2 of the International Building Code. [Section 1805.2 of the International Building Code is hereby amended to read as follows:] 1805.2 Depth of footings. The minimum depth of footings below the undisturbed ground surface shall be 12 inches (305 mm) unless designed and approved by a licensed Structural or Civil engineer or by Administrative Interpretation. Where applicable, the depth of footings shall also conform to Sections 1805.2.1 through 1805.2.3. CITY OF SALINA REQUEST FOR CITY COMMISSION ACTION DATE 10/11/04 TIME 4:00P.M. AGENDA SECTION ORIGINATING DEPARTMENT: APPROVED FOR NO: 8 Development Services AGENDA: ITEM BY: Michael Roberts and NO. 3 & 3a Darrell Easti n BY: Page 2 Exception: A one-story wood or metal frame building not used for human occupancy and not over 200 square feet may be constructed with walls supported on wood foundation plates laid directly on the ground when approved by the building official. The Board then heard comments regarding the proposed adoption of the International Fire Code. Once again, the only comments that were received were from the design professional group. Fire Chief Darrell Eastin began the discussions by submitting for consideration a revised draft of the proposed ordinance. The following revisions were proposed to address the concerns from the design group. 1. Ordinance Sec. 14-42-2, I FC sec 102.6: A. The reference to NFPA is removed, redundant, covered by Chapter 45 of the IFC B. Modified, listing only those Life Safety Codes we will use. C. Deleted Reference to Chapter 36 Subdivision Regulations. Chapter 36 is already a city code and does not need to be referenced again. 2. Section 14-44, Amendment to Section 502.1 was deleted from the ordinance. This section was inadvertently typed verbatim from the IFC code book and is not necessary in the ordinance. 3. Reused Section 14-44 to delete Section 308.3.1, Open Flame Cooking Devices (Balcony grills), from the IFC as recommended by the Advisory Board. To be addressed through aggressive public education. 4. Ordinance Sec. 14-69, IFC sec. B1 05.1: modified ordinance to reference NFPA 80A, Recommended Practice for Protection of Buildings from Exterior Fire Exposures. This section allows an additional exception to required fire flow and hydrant placement based on structure separation. The standard provides formulas to establish exposure risk based on construction type and distance of separation from other structures. 5. Ordinance Sec. 14-70, IFC sec. B105.2, Changed to be consistent with B105.1 The Board voted to recommend Chief Eastin's revised ordinance with the condition that they would, at the next regularly scheduled meeting, further discuss for possible local amendment the requirements contained in both the building and fire codes for fire sprinklers in apartment buildings. A copy of the revised ordinance is attached. RECOMMENDATION: City staff and the Building Advisory Board would recommend that the Commission adopt on second reading Ordinances 04-10208 and 04-10209 with the proposed revisions.
