AGENDA SECTION ORIGINATING DEPARTMENT: APPROVED FOR NO: 7 MIKE MORGAN AGENDA: DEVELOPMENT SERVICES ITEM NO. 1a BY: BY: Page 1 Item Second reading Ordinance Number 04-10240 annexing a 10.22 acre portion of the Elks Country Club into the corporate limits of the city. Background The Elks Home Association is requesting annexation of a 10.22 acre portion of the Elks Country Club in order to pay city rates for utilities and obtain municipal police and fire protection for the clubhouse and pool areas of the club. This is consistent with the Salina Country Club where the clubhouse and pool areas are within the city but the majority of the golf course area is outside the city limits. Annexation of this property would mean that the City of Salina Fire Department would be responsible for providing EMS service and fire protection to these areas. Emergency response would be from Station #4 at Marymount and Crawford. This property is in close proximity to areas that are within the existing city limits and already receive City police and fire protection. An ordinance annexing this portion of the Elks Club into the corporate limits of the city was approved on first reading on September 27, 2004. Since that time the Elks membership has approved an annexation agreement between the City of Salina and the Elks Home Association which outlines the terms and conditions under which the Elks would agree to have the clubhouse / parking lot portion of the club be annexed into the city. Recommendation If the proposed Annexation Agreement has been approved by the City Commission, staff would recommend that the Commission adopt Ordinance Number #04-10240 on second reading. If the proposed Annexation Agreement is not approved, staff would recommend that second reading be held in abeyance until this is an acceptable agreement in place. Note The Elks clubhouse which is addressed as 1800 S. Marymount Road and several out buildings are located in the annexation area and will be receiving city police and fire response upon annexation.
