Authorize adding additional parking spaces at Bill Burke Park and the installation of a traffic signal on
Crawford Street at the entrance of Bill Burke Park.
BACKGROUND:
. May 10, 2004 - The City Commission authorized amending the City's Special Parks Fund
budget to fund the design and construction of three additional soccer fields at Bill Burke
Park and established a project budget of $300,000.
. June 7, 2004 - The City Commission authorized design services for soccer field improvements
at Bill Burke Park for a cost not to exceed $15,792.
. August 16, 2004 - The City Commission authorized contract for irrigation system installation.
. Current - The project is on schedule with the grading and irrigation systems installed. The seeding
will be completed within the next ten days.

With a current project fund balance of $102,657 staff has evaluated additional improvements and is
recommending adding 62 parking spaces at the north end of the park. Estimated project costs would
be $26,510 based on using both in-house services and private contractors. lack of parking has been
a concern for some time and additional parking would alleviate current concerns as well as encourage
new users of the soccer fields to park at Bill Burke rather than the adjacent neighborhood.
Staff also recommends that a traffic signal be installed on Crawford at the entrance of Bill Burke Park.
A traffic signal would significantly improve traffic safety in the area by eliminating traffic congestion and
long delays. Staff has debated the idea for some time and with added traffic due to the new soccer
fields the signal is recommended at this time at an estimated design and installation costs of $60,000.
FISCAL NOTE
The Special Parks Fund using temporary notes and bond financing allocates $300,000 for this project.
The 2004 CIP, Traffic Signals Upgrade includes $60,000 for the Crawford Street traffic signal.
RECOMMENDA TION
Authorize adding additional parking spaces at Bill Burke Park and the installation of a traffic signal on
Crawford Street at the entrance of Bill Burke Park.
