proposed street name changes are:
• Shoreline Drive North to Pura Vida Drive (Stone Lake Addition No. 2)
• Crystal Lake Drive and Shoreline Drive South to Vista Sur Drive (Stone Lake Addition and Stone
Lake Addition No. 2)
• Shoreline Drive South to Malibu Drive (Stone Lake Addition)
• Crystal Lake Drive and Shoreline Drive North to North Shore Drive (Stone Lake Addition)
BACKGROUND:
The names of most public streets in Salina are established during the platting process. The owner or
developer proposes street names on their subdivision plat subject to review and approval by the
Planning Commission. Sec. 36-74(e) of the city's Subdivision Regulation's states:
Names shall be sufficiently different in sound and in spelling from other
street names in the city, so as not to cause confusion. A street which is, or
is planned as, a continuation of an existing street shall bear the same name.
Once a subdivision plat is approved and recorded the street names on that plat become official. The
street gets placed on the City's Official Street Map and the name is then used for assigning addresses
to individual lots for water service, gas and electric service, emergency service response and mail
delivery. Once a particular street or segment of a street is constructed and accepted by the city a street
sign identifying that street is installed by the Street Department at the City's expense.
In the case of Stone Lake, the final plat of the Stone Lake Addition, a 161 lot subdivision of a 100 acre
tract located at the northeast corner of Schilling Road and South Ohio Street, was approved by the
Salina City Planning Commission on July 6, 2010. The platted area of the Stone Lake Addition covers
100 acres of a 150 acre tract of land bordered by South Ohio Street on the west, Lakeview Estates(Knox
Sandpit) on the north, the Johnson Sandpit on the east and Schilling Road on the south. Stone Lake is
a mixed use subdivision which contains 154 residential building lots and seven commercial building lots.
The original developer (Dane Barclay) and their consultant proposed a layout with Shoreline Drive
extending from Ohio Street and looping around all four sides of the lake. Crystal Lake Drive was
proposed as an outer loop adjacent to Ohio Street. The result was that the majority of lots in the
subivision had frontage on and would be addressed off of either Shoreline Drive or Crystal Lake Drive.
This has created some challenges in avoiding the duplication of addresses and identifying the different
segments of Shoreline Drive.

1) The subdivision developer, an abutting property owner or the residents of a particular street may
petition the City Commission to change the name of a street.
2) The Planning Commission or City Commission may initiate a street name change if they deem it
to be in the public interest.
3) A City Department such as the Police, Fire, Public Works, and / or Community and Development
Services request that a street name be changed if they believe there is some name confusion or
duplication that could affect the City's public safety response.
There is no statutory process for street name changes and no statutory notice requirement. The City of
Salina has established a local process that involves sending notice to all property owners who have
frontage on the named street, review by City departments, a public hearing held by the Planning
Commission to allow potentially affected property owners to be heard and final action on the request by
the City Commission. If a request is approved a resolution or ordinance is recorded in the Register of
Deeds office and the City's official Street Map is changed. The final step is installation of new street
signs.
Nature of Current Request
The Stone Lake Addition was platted in 2010 by Dane Barclay, owner of Alsop Sand Company. In 2019,
the Stone Lake Addition was purchased by Stone Lake Development, LLC (Kelly Dunn, Craig Piercy
and Tod Roberg), except for 17 lots on the north side of the sandpit lake which were purchased by Doug
Bradley. The original street system was designed in a race track pattern with Shoreline Drive wrapping
all the way around the lake. Because of the length of the street and potential for address conflicts, City
staff started adding suffixes to Shoreline Drive when assigning street addresses to newly built homes
such as Shoreline Drive West, west of the lake and Shoreline Drive North on lots north of the lake. This
has created some confusion with addressing, street intersection signs and mail delivery.
The new owners/developers are proposing the following four (4) name changes:
1. The first proposal is to change the entire segment of Crystal Lake Drive and Shoreline Drive
North extending west to east north of the sandpit lake to North Shore Drive.
2. The second proposal is to change the entire segment of Shoreline Drive East extending along
the east side of the sandpit lake from Shoreline Drive East to Pura Vida Drive.
3. The third proposal is to change the entire segment of Crystal Lake Drive and Shoreline Drive
South extending along the south side of the sandpit lake from Crystal Lake Drive and Shoreline
Drive South to Vista Sur Drive.
4. The fourth proposal is to change the entire segment of Shoreline Drive South extending along
the west side of the sandpit lake from Shoreline Drive South to Malibu Drive.

The primary public impacts from these proposed street name changes would be to EMS response and
mail delivery, as well as to individual property owners who would have a physical change in address to
North Shore Drive. None of the other street name changes would affect any individual property owners
as the other lots have not been developed yet.
Staff has found no similarly sounding or similarly spelled street names in the city and believes that the
four (4) new names would be acceptable name changes in this case.
Staff Comments and Analysis
The City Commission should not approve a street name change request from a property
owner/developer without all the owners of the property on that street receiving notice of the requested
name change and having an opportunity to be heard by the Planning Commission. The Planning staff
sent mailed notice to all owners of property with frontage on these segments of Crystal Lake Drive and
Shoreline Drive and invited them to attend a public hearing held by the Planning Commission on June
7th. The purpose of the June 7, 2022 Planning Commission hearing was to give potentially affected
property owners an opportunity to provide public input on the proposed name changes.
Staff has identified 18 property owners that would potentially have a change in address. Staff believe
that address numbers for these homes could remain the same but the street name in their address
would change.
Fiscal Note
The primary fiscal impact on the City would be the fabrication and installation of new street signs at the
Shoreline Drive and Crystal Lake Drive intersections and updating the Official Street map and
emergency dispatch records.
Planning Commission Recommendation
The Salina City Planning Commission conducted a public hearing on Stone Lake Development, LLC's
proposal to change the names of these street segements on June 7, 2022. No existing Stone Lake
residents or property owners appeared at or spoke at the hearing and staff did not receive any feedback
from affected proeprty owners prior to the hearing. Following presentation of staff's report and
comments from representatives of Stone Lake Development, LLC, the Planning Commission voted 5-0
to recommend approval of the street name changes as proposed.
COMMISSION ACTION:
Staff has identified the following alternatives for the City Commission's consideration:

Commissioner Waters asked if the United States Postal Service was contacted.
Mr. Andrew stated that staff did not reach out to USPS for comment. He stated that the
City assigns addresses not the Postal Service. He added that the City then notifies 17
agencies for an address change including Kansas Gas, Evergy, Cox Cable, the County
Appraiser, etc.
Vice Chair Olson asked if all residents have been notified of the street name change
application.
Mr. Andrew stated that all home owners that have frontage (18 identified) on these
streets have been notified.
Vice Chair Olson invited the applicant to address the Commission
Mr. Dunn returned to the podium stated that the biggest reason for this street name
change is to get rid of the confusion with the existing street names. He stated that this is
the best solution as it will continue to get worse with the next phases.
Vice Chair Olson asked if there were questions of the applicant. There were none.
Vice Chair Olson asked if there were comments or questions from members of the
public in attendance. There were no members of the public in attendance in Room 107
or on Zoom that came forward to speak on this item.
Mr. Andrew gave the Commission the example of the Bailey Road to Arnold Avenue
street name change. He stated that what is unusual here is changing the street name
for someone that already resides at the home. He stated that the process for this name
change would be the Planning Commission recommending approval of the change, the
item going before the City Commission for an ordinance, record that ordinance with the
Register of Deeds, notifying the individual property owners and the 17 agencies of the
address change.

2 (Multi -Family Residential) on a 46.84 acre unplatted tract of land located on the
west side of Holmes Road north of Magnolia Road.
Mr. Andrew presented the staff report with visual graphics which are contained in
today's meeting packet.

Commissioner Farber stated that he sees no significant issues with the plat.
Commissioners Waters and Mikesell agreed.
Commissioner Jones asked staff where the detention pond is located.
Mr. Andrew stated that it is in the northeast corner of the plat next to Holmes Road. He
added that it is already in place and appropriately sized for this development as well.
Vice Chair Olson invited the applicant to address the Commission.
Mr. Byquist returned to the podium and stated that he hopes the Planning Commission
likes what they have designed for the rest of the property and opened the floor to
questions from the Commissioners.
