22-8017 Naming Amenities and Facilities at the New Salina Tennis Complex at Kenwood ParkL - L - L "' "' z 0.. w "' .s (ii 'I? i :!2 0 "' c: 8 RESOLUTION NUMBER# 22-8017 A RESOLUTION NAMING AMENITIES AND FACILITIES AT THE NEW SALINA TENNIS COMPLEX AT KENWOOD PARK. WHEREAS, on October 9, 2017, the City Commission adopted Resolution Number 17-7481, which adopted the City of Salina Municipal Facilities Naming Rights; and WHEREAS, the City Commission discussed the future of Salina tennis and the condition of the existing tennis courts and working with a private group to raise funds for a new complex on August 20 ,2018;and WHEREAS , on November 23, 2020 , the City Commission adopted Resolution Number 20-7903 declaring all areas located between Kenwood Drive and Midway in Kenwood Park to be considered as a "qualified" facility for naming purposes; and WHEREAS, On March 1, 2021 , the City Commission approved Resolution #21-7937 which expressed the intent of the governing body to accept its conceptual support for the objectives of a proposal by Salina Net Generation to enhance the tennis experience in the City of Salina and to enter into a public-private partnership ; and WHEREAS, Salina Net Generation has since established a 50l(c)(3), not-for-profit entity under the name Salina Tennis Alliance , Inc.; and WHEREAS, On August 23 , 2021 , the City Commission authorized the City Manager to execute an agreement with Salina Tennis Alliance relating to the funding and construction of tennis facilities in Kenwood Park; and WHEREAS, fundraising commitments to date from naming rights and donations by Salina Tennis Alliance is $1 ,724 ,673.00 combined with a $600 ,000.00 commitment from the City of Salina result in $2,324,673 .00 of funding available for construction; and WHEREAS, bids have been received for the construction of 12 lighted tennis courts, shelter house , hitting wall, parking, drop off lane and fencing at an estimated cost of $2,276,000 .00 ; and WHEREAS, on January 5, 2022 , the Parks and Recreation Advisory Board published the notice of a meeting to consider naming of a municipal facility as required by the City of Salina Municipal Facility Naming Guidelines; and WHEREAS, on January 7, 2022, a naming request application was filed; and WHEREAS, the city clerk has verified the application and the petition is in compliance with the City of Salina Municipal Facilities Naming Guidelines; and WHEREAS, the Salina Tennis Alliance has submitted the attached naming proposal ; and WHEREAS, it is the intent of Salina Tennis Alliance to purchase , place and install signage and memorial items in keeping with the attached proposal; and ' "' "' z ll. UJ .. . !: iii '1 * 12 0 "' c: 8 WHEREAS, final details remain to be resolved by Salina Tennis Alliance regarding signage, memorial design and placement; and WHEREAS, on January 12, 2022 , the Parks and Recreation Advisory Board recommended to the City Commission to approve the naming initiative of a municipal facility as required by the City of Salina Municipal Facility Naming Guidelines; and WHEREAS, on January 24 , 2022, the City Commission held a public hearing and accepted citizen input on the request. S O N OW THEREFO RE, BE IT RES O LVED by the Governing Body of the city of Salina, Kansas: Se ctio n 1. That amenities including courts, shelters and facilities at the new Salina Tennis Complex will be named as reflected in the attached plan. Section 2. That the approval of the final signage plan is hereby delegated to the City Manager or their designee. Section 3 . That this resolution shall be in full force and effect from and after its adoption.
