A RESOLUTION REINSTATING THE CITY MANAGER'S AUTHORIZATION TO
GRANT AND ADMINISTER COVID-19 PAID LEAVE IN RESPONSE TO THE COVID-19
PUBLIC HEALTH EMERGENCY.
WHEREAS:
A. On March 30, 2020 the Governing Body adopted Resolution No. 20-7825 addressing
personnel measures in response to the COVID-19 public health emergency, including authorization
for the City Manager to grant full-time employees 80 hours (or the equivalent for employees working
other than a 40-hour-a-week schedule) of additional paid leave ("COVID-19 Paid Leave") for use in
relation to COVID-19 related absences, commencing effective retroactively to March 16, 2020 and
ending December 31, 2020, without carryover and without cash value upon separation.
B. On December 7, 2020 the Governing Body adopted Resolution No. 20-7917, repealing
and restating Section 3 of Resolution No. 20-7825 to extend the City Manager's authority to grant
COVID-19 Paid Leave for use in relation to COVID-19 related absences, commencing effective
retroactively to March 16, 2020 and ending June 15, 2021, without carryover and without cash value
upon separation.
C. The Saline County Health Department has begun actively encouraging employers (1)
to work with their employees to encourage them to stay home when they are sick and (2) to be flexible
and accommodating in relation to their employees' utilization of sick and vacation leave.
D. The pandemic and public health emergency presented by COVID-19 has resulted in
multiple impacts upon City employees relating to both their work duties and management of their
private lives; isolations due to positive test results and quarantines pending test results, along with
quarantines due to direct contacts or exposures, have contributed to a recent increase in leave usage.
E . Considering the ongoing status of the pandemic and the unpredictable timing of
continuing impacts on City employees , fairness among City employees warrants a reinstatement of
the time during which COVID-19 Paid Leave is authorized and may be used .
BE IT RESOLVED, by the Governing Body of the City of Salina, Kansas:
Section 1. The City Manager is authorized to grant full-time employees 80 hours (or the
equivalent for employees working other than a 40-hour-a-week schedule) of additional paid leave
("COVID-19 Paid Leave") for use in relation to COVID-19 related absences, commencing effective
retroactively to January 3, 2022 and ending December 31, 2022, without carryover and without cash
value upon separation . Utilization of COVID-19 Paid Leave shall be administered by the City
Manager in a manner that enables (a) use of COVID-19 Paid Leave for absences determined by the
City Manager to be COVID-19 related absences , (b) utilization of COVID-19 Paid Leave in concert
with Vacation Leave, Sick Leave, Emergency Leave , and Personal Leave, as determined by the City
Manager , and (c) enhancement of the potential for preservation of the employee 's base rate of
compensation due to COVID-19 related orders; restrictions; or modified work schedules, working
conditions and/or job assignments that prevent an employee from otherwise performing the
employee's regular duties as regularly scheduled.
Section 2. This resolution shall be in full force and effect from and after its adoption.
Adopted by the Board of Commissioners and signed by the Mayor this 1 orh day of January
2022.
