Approve the donation of 90 hemorrhage control kits to utilize in the event of a traumatic injury to be
paid in full by the SPD Excellence Fund.
BACKGROUND:
In July of 2016, The Salina Police Department Excellence Fund (SPDEF) was established under the
auspices of the Greater Salina Community Foundation, Resolution No. 16-7409. This resolution
required prior approval by the Commission for all tangible assets to be procured for the Police
Department (City of Salina) by the SPDEF.
Recently, a request came from a line level officer requesting the department purchase individual
hemorrhage control kits to treat bleeding from penetrating and other traumatic injuries. These kits are
known as IPOK's, Individual Patrol Officer Kits. They are compact and designed to be carried on -
person for easy access when needed.
Each kit contains the following in a vacuum -sealed bag which is designed to fit into a uniform pocket
or an exterior vest pouch:
1 pair of black nitrile trauma gloves
1 combat application tourniquet
1 flat 4" emergency trauma dressing

These IPOK's cost $31.98 each and the total cost, including shipping, to purchase 90 kits is
$2,913.20. These kits are potentially lifesaving equipment for officers in the field and citizens of our
community.
On May 19, 2021 the Salina Police Department Excellence Fund board met and unanimously voted in
favor of funding the purchase of these IPOK's.
FISCAL NOTE:
The funds for the purchase of these items will be paid entirely by the SPDEF. The kits will expire in
five years and a decision will be made at that time for future need and use of these kits.
RECOMMENDED ACTION:
Staff has identified the following alternatives for the City Commission:
1. Approve the donation of 90 IPOK's to be paid in full by the SPDEF.
2. Decline the donation of 90 IPOK's and direct staff to consider other needs of the department.
Staff recommends Option #1.
