zoning district classification from C-3 (Shopping Center District) and R-3 (Multi-
Family Residential) to C-4 (Central Business District). The subject property is
legally described as Lot 169 and Lot 171 on Santa Fe Avenue and Lot 170, Lot
172 and the North 12.5 ft. of Lot 174 on Fifth Street, all in the Original Town
(now City) of Salina, Saline County, Kansas and addressed as 303 South
