First reading Ordinance Number 04-10208 amending Chapter 8 of the Salina Code of Ordinances in
order to adopt new model construction codes and reorganize and streamline chapter requirements.
BACKGROUND:
The organizations that write model codes typically revise and update their codes annually to stay
abreast of changing technologies and practices and then reprint a compilation of the changes every
three years. The Building Advisory Board has held extensive hearings over the past several months
with input from our local designers, builders and skilled trade contractors to determine how the latest
code editions have changed and what those changes mean for our community. The Board has
concluded their review and made their final determinations for their recommendations for new model
code adoptions and their recommendations for amendments required in order to make those codes
compatible with our local needs and accepted practices. The Board is recommending for adoption
the 2003 International Building and 2003 International Residential Codes published by the
International Code Council, the 2003 Uniform Plumbing and 2000 Uniform Mechanical Codes
published by the International Association of Plumbing and Mechanical Officials and the 2002
National Electric Code published by the National Fire Protection Association. Since extensive
revision to the chapter was going to be needed to adopt the new codes and amendments, Staff has
taken this opportunity to revise the entire chapter by eliminating several archaic provisions and
consolidating many of the overlapping provisions for licensing and registration. Provisions for
swimming pools, and demolition are now covered by the Building Code so we have been able to
consolidate those articles into the Building Code adoption. As a result, we have been able to
streamline the chapter from 14 unreserved Articles to 6. We believe that the reorganization and
streamlining of the chapter will result in a much more user-friendly document for customers,
especially those out-of-town designers who access our codes through the city web site.
RECOMMENDATION:
Staff and the Building Advisory Board would recommend that the Commission adopt Ordinance
Number 04-10208 on first reading.
