Mike,
Per the emails from mid-July between you, n_ and Trace, the challenging weather that began late
last year and continued through August 2019 has delayed the hotel project to the point that we
cannot meet the completion date in our transferee agreement of November 1, 2019. We
experienced extremely difficult weather at two important points in the critical path of our
construction schedule that caused delays beyond our control.
The first issue occurred early this year when we were attempting to pour concrete on top of the
first floor. The contractor was able to pour the west half in January but unusually cold and wet
weather forced them to delay pouring the east half until early April. The wood framing on the east
half of the building could not begin until late April which then delayed topping out the building
and installing the roof. The second major challenge occurred this summer when we were
attempting to install the roof membrane. Obviously we had an extremely wet summer that began
in May and continued through August which caused the roof installation to take far longer than it
typically would have. As I mentioned in my July email,even a small amount of rain would require
time to allow the plywood roof deck to dry out before we could proceed with membrane
installation. Frequent rain that was occurring every few days meant that the contractor had several
weeks where they could make virtually no progress on the roof. Obviously this limited how much
could occur inside the building as well. These two setbacks to our construction schedule at such
critical points mean that making up the lost time is unrealistic.
Now that the building is dried in we are making great progress, although the one caveat I would
add is masonry. While our masonry subcontractor is doing a great job, the supplier, US Stone,
was over one month late with their first delivery of limestone and they continue to be behind on
their delivery schedule. Right now we are waiting on 210 pieces that are preventing further
progress. This shipment should have arrived months ago and is scheduled to be delivered
Thursday, October 17th. We continue to push US Stone as hard as possible, unfortunately with an
order of this size a different supplier isn't an option.

Our current critical path indicates a completion date of April 1, 2020, I have attached a draft
amendment to the Transferee Agreement making this modification. Please let us know if you have
any questions or would like to discuss further before proceeding to the City Commission.
