N. C. Grant, Chairman; Mrs. Melvin Eshelman and J. Q. Rodriguez.
STAFF PRESENT: Ronald R. Tremblay, Building Inspector and Nancy Paugh, Building
Inspection Secretary. .
OTHERS PRESENT: Mr. Thomas W. Rupert, Vice President for Operation, Kansas
Wesleyan University, Mr. C. I. Woolard and Mr. Daniel E. Beggs.
Mr. Grant opened the meeting at 4:15 P. M.
Mr. Tremblay stated that a petition for 125 E. Claflin was filed April 2,1973
and a hearing was held on May 29,1973. It was determined that it would take
$2,500.00 in order to bring the house up to minimum standards. This amount
exceeded the 300% of the assessed valuation. Therefore, it was determined that
it be demolished.
Mr. Rupert explained that they had received a bid from Johnson Builders, Inc.
in the amount of $1,800.00 to make all corrections stated in the letter from
W. W. Rothe. He requested that the order of demolition be rescinded.
Mr. Rodriguez asked about the use of the facility.

Mr. Grant asked if they intended to complete the job of repairing the house
once it is started. Mr. Rupert said they would make every effort to complete
the work, however, there are some items they feel do not need immediate attention
such as a crack in the foundation.
Mr. Rupert explained that
Mr. Rodriguez asked if the house is vacant. Mr. Rupert explained that the house
is not used during the summer when the students are gone. He felt the reason
the petition was filed was not because of the condition of the house but because
the black students are using it. He stated that the house next door is not in
any better condition than their house. He said that they would immediately
demolish the garage and paint the outside if the directive was changed.
Mr. Grant asked about the water piping and electrical wiring.

Mr. Rodriguez asked about the length of time it would take before the work could
be done. Mr. Rupert commented it would be one month or six weeks.

Mr. Grant asked if there were any complaints from the neighbors because of noise.
Mr. Rupert stated there were none.
Mr. Woolard said that he was not concerned about the use of the house and if
the house were repaired and fixed up and was an asset to the community, then
he would approve of the Board's decision.
Mr. Rupert asked why the five petitioners who were subpoenaed were not at the
hearing. Mr. Tremblay stated that Mr. Woolard and Mr. Beggs were present,
Mr. Breen was out of town and Mr. Deines and Mr. O'Rorke could not be located
for service of subpoenas.

Mr. Rodriguez made the motion that the decision of the Public Officer be
repealed and that Kansas Wesleyan be allowed to repair their property.
Mr. Grant stated that this decision would be subject to another inspection
of the property. Mrs. Eshelman seconded the mo~ion and it carried unanimously.
There being no further business, meeting adjourned at 4:30 P.M.
