Soon is a subjective term of course, but that is why the exception and the notation in the commentary gives the fire code official some leeway. In most cases the expectation of "future development" means adjacent plats, possibly/probably with completely different ownership or developer. In this case you have a phased development with a pretty aggressive time table to start on the last phase. If it was 10 years away, I may have to re-evaluate the situation. Stuart V. I understand the issue you are facing with this development and the access questions. Referring to section D107 of the IFC I would not have an issue allowing this in my jurisdiction. Since you are guaranteed the emergency access road at the end of phase 3 it really meets the requirements of exception 2. Other factors I look at are the width of the road and the very large cul de sac at the end of the phase 2.Also, the "pregnant bumps" along the road really give you even more opportunities to turn around. The purpose of the code is to make sure the fire department has access in case an incident blocks the one entry point or road. Because of how developments progress we will have times when the number of lots go over 30 before we have connections, but typically the developers have worked with us to get us something in the interim which will help us if the worst happens.
