The Salina Fire Department is submitting for your consideration
a summary of all our activities for the calendar year of 1978.
I
The City of Salina experienced one (1) fire related death and
22 fire related injuries. The fire loss was considerably higher
in 1978 as compared to 1977. This increase was due to two (2)
major fires in the City of Salina during the month of November.
The total runs numbered 1,010.
I

and all news media for their assistance and cooperation through-
out the year.

The City of Salina Fire Department welcomes Fire Chief
Dave Robertson. Chief Robertson was employed November
12, 1978. He came from Richmond, Virginia, where he
served as Fire, Science and Technology Program Director
for Virginia Community Colleges. Prior to that, he
served as a Fire Protection Specialist with the National
Fire Protection Association in Boston, Massachusetts.
Robertson is a North Dakota native and began his fire
career in Jamestown, North Dakota. Chief Robertson's
employment follows the retirement of Chief James Lacy
who served the city for 25 years in various capacities.

FIRE INSPECTION/PREVENTION BUREAU ANNUAL REPORT
The Salina Fire Inspection/Prevention Bureau began the year of 1978 with
a staff of four (4) inspectors. Chief Inspector A. Laverne Brockway; Insp:c-
tors Carney Foster, Jerome Schmidt and Jerry Scot:. The Bureau ~as respons1ble
for administering and enforceing the Fire Prevent10n Codes and F1re Safety Regu-
altions.
Inspector Carney Foster retired during the month of June and Inspector Jerome
Schmidt was promoted to Shift Captain in December.
A Fire Inspector is assigned to a shift for 24 hours' duty. This allows the
Salina Fire Department to have someone available to answer questions and to res-
pond when needed. Many questions arise since the smoke detector and fireplace
have become an important part of the home.
The Fire Inspection/Prevention Officer's day consists of routine inspections
of business buildings in Salina. :hese are scheduled through appointments and
are called upon at random. He may be called away from these routine inspections
for gas checks, co.plaint .orrequest inspections and fire alarms. At various
times an inspector will be called upon to present safety talks, fire hazarddem-
'onstrations, fire extinguisher clinics, babysitter clinics and other fire relat-
ed programs.
He is carried daily on the duty board as a member of the Fire Suppression
Crew on Aerial Ladder #1 and will respond on all major fires.
The officer may receive a call at any time to respond to a fire scene to
help determine a cause of fire. This may involve countless hours going through
the debris, consulting with engineers, insurance agents, owners, witnesses, police
officers or whoever he feels might aid in the investigation. This lends a close-
ness to people of all walks of life who are striving toward the same goal, to
"Stop Fires and Save Lives."
The Salina Fire Department prepares a monthly report to be sent to the City
Manager's office, which reflects all activities of the department. This report
is compiled from daily logs, fire alarms and the Inspection/Prevention Bureau re-
cords. The Annual Report is then compiled from these twelve (12) monthly reports.
The Fire Inspection/Prevention officer must be knowledgeable in all fields
associated with the fire service. Some of the tools he must use includes the
National Fire Code, National Electrical Code Local Fire Prevention Code, State
Fire Marshal's regulations, Uniform Building Code and city ordinances. To pain
additional knowledge it is necessary to attend special schools and seminars when-
ever possible.

SALINA FIRE DEPARTMENT TRAINING PROGRAM
The 1978 training program in the Salina Fire Department was implemented
by the shift officers. along with other duties and responding to emergency
situations.
The primary effort of the prop-ram is to assure that all personnel are
at a constant state of readiness. This is accomplished by keeping abreast
of the latest suppression methods and "hands on" training of all apparatus
and equipment.
In the fire service. good fire suppression is critical. but in this day
and age the fire service covers many areas of which includes first-aid
assistances. emergency rescues. ambulance runs and public se~'vice responses.
In conjunction with the physical traininv portion of the pro~ra~. in-
service truck crews are active in pre-fire planning for disasters which
provide first-hand knowledge of floor plans. forcible entrv. water
supplies. etc. of various business locations.
The following training section reflects the efforts of the training
program of the Salina Fire Department.

STATION #1
Built evidence room in basement 3-03-78. Cleaned and adjusted furnace 3-03-78.
Put top on kitchen table 4-18-78. Painted south doors 5-11-78. Painted front
doors 3-28-78. Installed air conditioner 4-03-78. Replaced out-lets in shop
5-24-78. Cleaned kitchen stove 6-07-78. Many minor repairs to building and
equipment. Total time: 80 hours.
STATION #2
Replaced thermostat on oven. Repaired dryer; installed counter top range;
replaced ballast in lights; serviced air conditioner; serviced station auxil-
iary generator; repaired washer. Many minor repairs to building and equipment.
Total time: 86 hours.
STATION #3
Serviced all air conditioners and furnaces in station; repaired washer and
dryer; painted walls in storage room; replaced tile in kitchen; repaired
sewage system; winterized windows; patched cracks in walls of shop; spray-
ed bug killer around baseboards; cledned and flushed drains in shop. Many
minor repairs to building and shop. Total time: 165 hours.
STATION #4
Repaired gutter down-spout; painted boot rack; extended water line to appa-
ratus floor. Many minor repairs to building and equipment. Total time:. 60
hours.

To complement the Salina Fire Department's services, a
1978 mini-pumper has been added. The unit is a Chevrolet
ll,OOO G.V.W. 4 X 4 with a front mount 500 G.P.M. pump
and a 250 gallon booster tank. It is designed for quick
response and has the necessary rescue equipment to handle
emergency situations. Rescue Squad #1 is assigned tG
Fire Station #1 at 222 West Elm.

The Salina Fire Department has established a physical
testing program for new candidates that apply for employ-
ment. It has been tried and proven to be a viable means
of determining general physical agility as well as physical
fitness of the candidate.
This procedure covers events such as aerial ladder climb,
hose line extension, hydrant hose coupling, verticle hose
test, dummy carry and the obstacle event.
All events are explained to the candidate, supervised and
timed. When the event is completed, an evaluation form is
completed and the results entered as a composite score.

Dystrophy Boot Brigade.

Firefighters Boot Brigade
for
Muscular Dystrophy
Each year around the middle of Hay the Salina Firefighters
Local #782 conduct a "Boot Brigade". This is where the Firefighters,
their wives and children pass around one of their boots so motorists
and pedestrians can put in their contribution to Muscular Dystrophy.
This is usually at an intersection or in shopping centers. The
money that is collected from the "Boot Brigade" is turned in to
Muscular Dystrophy the day of the telethon.
This is an annual event the Firefighters have been participating
in since May of 1969. Also helping the Firefighters at this time
with such things as publicity, refreshments and traffic, are the
local news stations KINA and KSAL, First National Bank, Pepsi-Cola
Bottling Co., McDonalds, and the Police Department.
This year $1,186.15 was collected.
