Award of contract for the 2004 Subdivision Improvements, Yost A ddition and River Meadows
Addition (Holly Lane, Phase I), Project No. 03-1423.
BACKGROUND:
Yost Addition is located at the southwest cor ner of Water Well Road a nd I-135. This is a
commercial/industrial subdivision that is the future home of a KDOT ma intenance facility. Also
included in this subdivision are several commercial/industrial outlots. The improvements for this
project included street, drainage, and sanitary sewer improvements. Water improvements were
completed in this area about a year ago in preparation for the new Water Well/I-135 interchange.
This project is being built using a Capital Cost Recovery method and will be paid by all adjacent and
affected property owners at the time of development.
River Meadows Addition(Holly Lane) is a residential street extension south of Crawford Street just
east of the Smoky Hill River. This area is the future site for the Hospice of Salina facility. Also
served by the extension of Holly Lane are five lots in the Victoria Heights Addition. This project
represents a first phase of this residential street extension. The improvements included in this
project consist of street and drainage improvements only. Water and sanitary sewer already exist in
this area and provide service to all of the lots adjacent to the proposed street section. This project is
being funded using special assessment financing. This project was initiated by the City of Salina,
and a public hearing and several landowner meetings were held to determine the final scope of the
project. The City Commission approved the resolution authorizing the project at the February 23,
2004 meeting.
Bids were received for this combined project on Tuesday, June 8, 2004 as follows:

FISCAL NOTE:
The construction cost of the Yost Addition Project and the Holly Lane Project are $747,816.56 and
$162,275.54 respectively. As mentioned previously, the financing for these two projects will be
handled differently.
The Yost Addition Project will be paid using a Capital Cost Recovery Ordinance. First Reading of
Ordinance Numbers 02-10118, 02-10119 and 02-10120 were passed by the City Commission on
Monday, November 25, 2002. Second Reading was held earlier in today’s meeting.

The Capital Cost Recovery Ordinance included several tracts of land for each different improvement
(sanitary sewer, streets/drainage, and water). Of the project before you today, the City of Salina is
responsible for the sanitary sewer crossing of I-135, and financing the portions of the project that
have not yet developed and will be cost recovered in the future. As these tracts develop the City of
Salina will receive lump sum payments for those individual developments for each improvement.
The costs of the Holly Lane project will be entirely assessed to the benefit district. The bids are
exceptional, providing notable savings to the developer compared with original project estimates.
These bids will result in savings of approximately $1,400 per equivalent lot in assessments, for a
total assessment per lot of approximately 8% or $16,230.00
Financial security is not required in this case because the public improvements were not petitioned
by the benefit districts.
RECOMMENDATION:
It is recommended that the City Commission aw ard the contract for the 2004 Subdivision
Improvements, Yost Addition and River Meadows (Holly Lane) Phase I, Project No. 03-1423, to
APAC-Kansas Inc., Shears Division in the amount of $910,092.10.
