Update on storm drainage and sanitary sewer infrastructure plans for the area between Schilling and
Waterwell Roads, west of Ohio Street and east of the railroad tracks.
BACKGROUND:
The City Commission had previously approved a master drainage and utility plan for this area. The
plan outlined a capital improvement project to construct a major storm drainage channel running
north and south between Schilling and Waterwell Roads, as well as sanitary sewer moving. The first
necessary step was to set aside the required public easements and right-of-way. An important
portion of that task was accomplished with the annexation and platting of the Liberty Addition. The
annexation agreement for the SEDC property is the second important piece. Staff is currently in
positive discussions with the other property owners in the area, and will have updates on those
discussions at a later date when they are further along.
Both the drainage and sanitary sewer projects would ideally be scheduled for construction in late
2004, to enable further private development to proceed beginning 2005.
FISCAL NOTE:
None at this time. Financing plans are underway. All city costs of drainage and sanitary sewer
infrastucture improvements are scheduled to be recovered through established drainage impact fees
and special assessments.
ACTION:
Authorize staff to continue plans and work towards scheduling storm drainage and sanitary sewer
infrastructure projects. (Action items would be brought back to the City Commission as available,
e.g. property owner agreements, engineering design contracts, etc.)
