BACKGROUND This project is a significant part of the 1997 Street Improvement Program, particularly for our asphalt streets. Joint and crack sealing is a common pavement rehabilitation method used to prevent the penetration of water and imcompressible materials through openings in the asphalt pavement surface. If water is allowed to permeate to the pavement subgrade, failure of the pavement structure is inevitable. This crack sealing process followed by the slurry seal program has proven to extend the service life of most pavements by more than five years at a very minimal cost. A list and map of the streets included in this project is attached. Approximately 20 lane miles of pavements will be treated with this project. Bids were received for this project on Tuesday, February 4, 1997 as follow: Bidder Bid Amount Schedule Drake Brothers, Inc., Lee's Summit, Mo. $ 74,024.72 March 15 - April 15, 1997 Shears Construction, L.P., Salina $ 79,661.12 March 15 -April 15, 1997 Ballou Construction Co., Inc., S alina $103,334.00 March 15 - April 15, 1997 Engineers Estimate $103,334.00 Drake Brothers, Inc. successfully completed this similar project in Salina in 1996. The 1997 budget allocates $1,000,000 in special gas tax funds for the 1997 street improvement program. In addition to this project, other contract maintenance in 1997 will include slurry seals, concrete rehabilitation, asphalt overlays and manhole regarding. RECOMMENDATION It is recommended that the City Commission award the contract for the Joint and Crack Sealing, Project No. 97-1017, to Drake Brothers, Inc. in the amount of $74,024.72.
