AGENDA SECTION ORIGINATING DEPARTMENT: APPROVED FOR NO: 8 AGENDA: ITEM Michael Morgan NO. 3 BY: City Manager's Office BY: Page 1 ITEM: Request authorization to amend the City's Special Parks Fund budget to fund the design and construction of three additional soccer fields at Bill Burke Park. BACKGROUND: City staff and the Salina Soccer Club have been working on preliminary plans for construction of a multi-field soccer complex. The addition of a complex will aid in the reduction of over use of the present 3 fields located in Bill Burke and Oxbow Parks. A new complex will also allow major tournaments to be held in Salina, virtually impossible at this time. None of our current athletic complexes could accommodate the ultimate number of fields desired. During review of potential complex sites, staff looked at the possibility of adding soccer fields adjacent to the Bill Burke complex, preferably on the west side of the levee. This land was part of the original flood control project and is approximately 7 acres. Development of this tract into soccer fields would supplement the existing two soccer fields at Burke. Total cost of construction could be considerably less as existing Bill Burke facilities could be utilized such as parking, restrooms, concessions, shelters, etc. Estimated project cost is $300,000 for grading, irrigation, and seeding of the entire area. By developing the entire site, several configurations of fields could be laid out. Practice areas and fields as well as game fields of various sizes would be possible with the potential of three larger game fields fitting the area. This project would not eliminate the need for the additional fields a large complex would provide. However, it would be a cost-effective and timely solution that would enhance the Burke complex and be completed in time for play in late 2005. The Parks and Recreation Board favorably endorsed the project at their last board meeting. FISCAL NOTE: Financing would be as follows: . In 2004, allocate $50,000 from the Special Parks Fund reserve and issue $250,000 in temporary notes. . In 2005, convert the temporary notes to general obligation bonds with annual payments to begin in 2006. . Between 2006 and 2015 annual debt service budgeted from the Special Parks Fund would be $25,000 to $30,000. The regular annual budget for the Special Parks Fund Park Improvements is $100,000 and the costs for this project won't negatively affect other parks and recreation projects.
