ITEM: A resolution establishing a health and dental insurance trust fund, and providing for the funding of
the trust fund.
BACKGROUND: On 12/02/96 the Salina City Commission authorized providing of the Health
Insurance benefit on a partially self-funded basis. The enclosed resolution provides the accounting
mechanism required to implement that decision. The resolution provides that the fund may be used for the
following purposes:
Pay Health and Dental Claims
Pay Expenses
Pay for Stop Loss Insurance
Resources for the Fund are identified as amounts withheld from the employee's pay or those contributed by,
the City through one of the operating funds. The City may also, if deemed necessary, transfer additional
amounts into the trust fund.
The resolution also provides that amounts to be charged for health coverage are actuarially sound, based
on experience and reserve levels.
