AGREEMENT REGARDING SALINA FIELDHOUSE
between
CITY OF SALINA, KANSAS
and
YOUNG MEN'S CHRISTIAN ASSOCIATION OF SALINA, KANSAS
This Agreement is entered January 22, 2018 between the CITY OF SALINA, KANSAS, a
Kansas municipal corporation ("City") and the YOUNG MEN'S CHRISTIAN ASSOCIATION
OF SALINA, KANSAS, a Kansas not-for-profit corporation ("YMCA").
Recitals
A. The YMCA has been serving Salina and the surrounding area since 1886 and currently
operates from its facility located at 570 YMCA Drive (the "YMCA Program Facility").
B. The YMCA Program Facility includes a lap pool, recreational pool, three indoor
basketball/volleyball courts, .. walking track,• "strength. training ,c and cardiovascular
equipment, group exercise studio, gymnastics center, racquetbalUhandball.courts, `kid's"
gym, and family center:.
C. The YMCA serves a wide range of community,needs through its current programming,
including, for example: aquatics, summer tamp, child care, gymnastics, health and
wellness, and youth sports. . •
D. The City has constructed a 65,000 square feet multi-use sports facility iri downtown
Salina known as the Salina Fieldhouse—Salina Regional Health Center (the
"Fieldhouse").
E. The Fieldhouse, funded -by both :City funds and private contributions, includes six
basketball courts that convert into eight volleyball courts, a 20,000 square feet turf area
for soccer or flag football, and drop-down batting cages and pitching tunnels for baseball
and softball.

F. Programming priorities for the Fieldhouse have been determined by the City Commission
to be: competitive tournaments, community team practice, City Parks and Recreation
Department programming, fee-based use of space and alternative uses necessary to,meet
new market tax credit "community use" requirements: - -
G. The City.and the YMCA enter this Agreement to express their mutual intent that the
long-term-operation-and programming of the Fieldhouse- and.the YMCA's Program
Facility serve complementary rather than competitive:roles.for the-betterment of the
Salina community.
THE PARTIES AGREE:
Goals and Objectives. The City and the YMCA intend that the long-term operation and
programming of the Fieldhouse and the YMCA's Program Facility serve complementary
rather than competitive roles for the betterment of the Salina community. While the
City's current and future governing bodies inherently retain the ability to program
utilization of the Fieldhouse in the manner deemed to best serve the public interest, the
City acknowledges its intent to promote utilization of the Fieldhouse in a manner that
focuses upon its primary programming objectives while partnering with the YMCA
toward mutually beneficial objectives.
2. Strategies. The City and the YMCA commit to the following strategies as the means of
fulfilling the goals and objectives outlined above:
a. Regular meetings. The city manager, the director of parks and recreation, and other
relevant City staff will meet with the YMCA's chief executive officer and other
relevant YMCA staff at least twice per year, beginning in February of 2018 and
occurring thereafter during the months of March and July, to discuss anticipated
programming, programming development, and means of mutual program promotion.
b. Collaboration regarding facility use and programming. The respective staffs of the
City and the YMCA will be expected to timely communicate and share information
between the organizations as the means of conducting meaningful collaboration
regarding Fieldhouse and YMCA facility use, programming, and jointly beneficial
opportunities to improve services for the community.
c. Cross-promotion of programs. The City and YMCA agree to explore practically and
economically feasible means of mutual cross-promotion of joint and coordinated
programming endeavors in its printed and electronic media, including the potential
for useful links between each organization's website and such other means as future
technology may provide.
