Talley Ho & Bldg Permit Review COMMISSION INFORMATION MEMORANDUM VOL. 20, NO. 35 November 13, 1998 ADMINISTRATIVE BRIEF FROM ROY DUDARK Tally Ho Status Report - Following City Commission approval of assistance to homeowners in the Tally Ho Mobile Home Park, staff met with representatives of ARC, the new park owner. Our discussion focused on the improvements that still need to be made to the homes, other reasons that may disqualify the homeowner from receiving a new lease, and the need for additional time to complete the work. ARC has informed us that 13 homeowners, which we are working with, will be offered new leases and that a 30 day time extension will be allowed to complete the improvements. We have finished all of the work write-ups and have let contacts for the first 6 homes. The last 7 will be contracted soon. Hopefully, all of the homes will be completed by November 30. Building Permit Review Time -In March 1998, Permits and Inspection began an effort to reduce the amount of time required to review building permit applications. Staff determined that setting targets or "benchmarks" would assist in evaluating timeliness and improve progress on reducing review time. The following benchmarks were set: a residential permit should be reviewed in two days or less and a commercial/industrial permit should be reviewed in five days or less. In both cases, it is assumed that all the information needed is submitted and that they are not extraordinarily complex or large projects. In the last six months, 89 percent of the residential permits have been issued in two days or less, and 95 percent of the commercial projects have been issued in five days or less. Staff believes that the time required has improved by more than '15 percent in both these areas over the previous six months, although it is difficult to quantify the improvement exactly because records of review time were not kept prior to 1998. Staff hopes to improve residential permit review times even more in order to average 95 percent or more in both of these areas during typical months. Staff has noticed a welcome reduction in negative comments regarding the time it takes to get a building permit issued. The next step planned is to better inform applicants of the information they need to provide when applying for building permits. Hopefully, this can be accomplished through the newsletters we publish during the year and by providing more detailed instructions to applicants for commercial\industrial permits. MONDAY'S MEETING 1.
