FAX (913) 826-7244 - TO: Mayor and City Commission FROM: Salina City Heritage Commission John Burger, Assistant Secretary DATE: January 21,2000 SUBJECT: 1999 Heritage Commission Annual Report Introduction The Salina City Heritage Commission is pleased to submit its annual report of activities and accomplishments for 1999. Member attendance, date of appointment and reappointment eligibility are also presented as attachments A and B. The report concludes with a list of goals for the coming year. Activities 0 Following local landmark designation of the former Dunbar School on September 25, 1998, Dunbar Alumni Association members approached City Planning staff to det(~rmine whether an historic marker could be placed on the school site, now the location of the Saint Francis Academy. The historic plaque would convey the social history of the formerly segregated school. A project proposal was presented to the Heritage Commission January 27, 1999. The proposal detailed a project to establish an historic marker on the property with a viewing plaza to enhance its setting. The Heritage Commission approved the project if funds could be located to purchase the plaque. A fund drive was conducted by the Dunbar Alumni from February to March 1999 among its membership to fund a plaque. The Association informed Planning Staff on April 8, 1999 that the organization had raised $2,500 to purchase the marker. The Salina City Commission approved planned work on the project August 23, 1999. Construction of a viewing plaza and mounting fixture was completed by the City Parks Department during the Fall of 1999. A dedication of the historic marker and plaza by the City and the Dunbar Alumni Association is being planned to occur on June 16,2000. 0 On April 28, 1999 the Heritage Commission reviewed application #HC99..1, for an historic sign, requested by Kenneth Reitz for the Weaver pole sign at 237 S. 4th. The application was tabled until the October 27, 1999 meeting to acquire additional information from the applicant. On October 27, 1999 the Heritage Commission approved the application on the condition that the applicant restore the sign to its original appearance within the next 12 months. 0 On April 22, 1999 the Heritage Commission reviewed the final draft of the FY 1999 Historic Preservation Fund Grant Project, National Register Nomination of the Salina Masonic Temple, 336 S. Santa Fe Avenue. The application was approved by the Heritage Commission (7-0) for submission to the State Historic Preservation Office (SHPO). The City Commission approved the submission on second reading May 17, 1999. Staff person John Burger presented the nomination to the Kansas Historic Sites Board of Review in Topeka on November 20, 1999. Notice was received from the SHPO on December 7, 1999 stating the Masonic Temple had been approved for listing on the State Register of Historic Places. The application has been forwarded by the SHPO to the National Park Service for further consideration of placement on the National Register of Historic Places. Application #HC97-1, Historic sign designation for the pole sign at 212 East Iron was reviewed by the Heritage Commission October 27, 1999. The owner of the property, R. Abner Perney, had restored the sign to its original appearance to comply with a condition approved on January 28, 1998. Historic sign designation was approved and forwarded to the City Commission for designation. The City Commission approved the application on second reading December 6, 1999. 0 Education Design Review CA99-1 CA99-2 CA99-3 CA99-4 CA99-5 CA99-6 The annual State Conference for Preservation Commissions was held on April 23 & 24, 1999, at the Kansas History Center in Topeka. Three Heritage Commission members, Judy Ewalt, Mary Douglass, Ester Errebo and Planning staff member John Burger att,ended the two-day conference. The Heritage Commission reviewed the following applications for certificates of appropriateness involving local landmarks, historic districts, National Register, environs and Conservation District properties this period: 601 E. Iron, addition to pharmacy building (Environs Schwartz House, 636 E. Iron) approved January 5, 1999 as proposed. 115 W. Prescott, renovate front porch of residence, add arbor to back yard of house (Environs Prescott House, 211 W. Prescott) approved February, 25, 1999 as proposed. 132 W. Prescott, erect front yard fence at house (Environs Prescott House, 211 W. Prescott) approved March 18, 1999 as proposed. 153 S. 8th, renovate rear stair of apartment house (Environs Flanders,. Lee House, 200 S. 7th) approved March 15, 1999 as proposed. 150 S. Santa Fe, add awning to commercial storefront (Environs Fox theater, 163 S. Santa Fe) approved January 5, 1999 as proposed. 655 S. Santa Fe, demolish old garage, erect new garage at house: (Historic District #HC91-4) approved April 8, 1999 with conditions. Iron, alter commercial storefront (Environs Smoky Hill Museum, 211 W. Iron) approved June 27, 1999 as proposed. 410-414 S. 8th, move garage and erect new garage (Historic District #HC92-1I92-2) approved April 28, 1999 as proposed. 510 S. Santa Fe, privacy fence for commercial property (environs Prescott-Foley House, 211 W. Prescott) approved August 27, 1999 as proposed. 200 S. 5th, rehabilitate vacant commercial building (environs Fox Theater, 163 S. Santa Fe) approved August 27, 1999 as proposed. 349 N. 9th, demolition request for Conservation District property. Certificate of Appropriateness Committee reviewed the request from St. John's Baptist Missionary Church to demolish vacant service station and denied application on November 15, 1999 (3-0) finding that all possible alternatives to demolish the property had not been investigated. On appeal, the full board of the Heritage Commission reviewed the proposed project at a Special Meeting on December 8, 1999. Rev. Allen Smith, Pastor of St. John, told Commissioners that removal of the property would allow additional development on the site for a new church facility. No interest had been found for relocation of the structure. Following discussion, the Heritage Commission approved the application (6-0) on the condition that the church continue to offer the service station structure for relocation. If no other interest is found for relocation of the service station, the demolition application would be approved on April 1, 2000. 727 Highland, alteration of residence (Historic District #HC91-3) approved November 16, 1999 as proposed. 671 Highland, fence (Historic District #HC91-3) approved November 16, 1999 as proposed. 211 S. Iron) approved November 23, 1999 as proposed. Goals and Objectives for 2000 1. Integrate the historic preservation plan, developed in 1995, into the community planning process which reinforces the concept of preservation values as a part of the public good. Pursue orderly accomplishment of stated goals, objectives and action plans contained in the planning document. 2. Examine the effect that restrictions and regulations have on owners who are considering historic designation of their property. 3. Encourage the enactment of tax incentives and other methods which promote the preservation and rehabilitation of historic properties. 4. Develop a local economic incentive program that would encourage facade restoration on eligible downtown buildings. 5. Support Historic Fox Theater of Salina Foundation in their efforts to rehabilitate the historic structure. 6. Develop specific design guidelines for resources located in existing historic districts. 7. Develop a conservation program to retain and preserve historic brick streets ¡existing within the 1930 City Limits of Salina. 8. Develop an update to the 1989 Salina walking tour brochure which identifies significant historic Salina properties.
