8.9 Purchase Extrication Equip CITY OF SALINA REQUEST FOR CITY COMMISSION ACTION DATE TIME 11/19/01 4:00 P.M. BACKGROUND: The Fire Department budgeted in FY 2001, $12,500 for replacement of rescue extrication "Jaws of Life" equipment. The current equipment has served the community well but is 25 years old. It has begun to show significant maintenance issues with limited to non-existent parts availability. The purchase includes: · Hurst JL-4GH Power Unit. · 16 ft. hyd. hose · Hurst Maverick ML-16s, a Cutter/Spreader Combination tool · Hydraulic Ram JL-30 Hydraulic rescue extrication equipment is highly specialized. While there are several manufacturers of this type of equipment, the manufacturers are very proprietary regarding the compatibility of their specific product with other products. Because of compatibility issues such as hydraulic oil types, seals, adapters, pressures, warranty and manufacturer liability, components can not be mixed and matched. Due to the nature and specifics of this specialized equipment and non-compatibility in areas surrounding warranty and liability issues, it is the recommendation that this equipment be specific in manufacture to Hurst brand. We have had a long established record of reliability and service life with this manufacturer. We also have local service and warranty response. The Hurst power unit requested is the same model as we currently utilize on other apparatus. Many times there is a need for additional equipment on vehicle accidents where multiple vehicles are involved. The "mixing of tools" at any extrication is commonplace. One power unit may supply the need of more than one extrication tool via the manifold systems we have, again justifying the need to ensure complete compatibility without the possibility of liability issues in the event of a failure of a specific component in the system. Manufacture warranty issues are highly specific to like components. Informal proposals were solicited to ensure fair market cost. The proposal for the Hurst brand unit by Municipal Emergency Services / DANKO is considered reasonable and fair. It was also less in total cost than all other proposals received. RECOMMENDATION: The Fire Department recommends the sole source purchase of the Hurst JL-4GH power unit and related equipment with Municipal Emergency Services / DANKO of Salina in the amount of $11,266.
